*Previous NAICS code was 332995* The U.S. Army Contracting Command-New Jersey, Installation: Picatinny Arsenal, NJ, on behalf of the Project Manager for Combat Ammunition Systems (PM CAS) is conducting a Market Survey to identify potential sources that are capable of producing, testing, kitting, storing, and shipping 60mm Legacy/Lightweight Mortar Weapon Systems, 81mm Legacy/Lightweight Mortar Weapon Systems and 120mm Mortar Weapon Systems to include the M326 120mm Mortar Stowage Kit (MSK). The contract shall require the handling and storing of tritium bearing components contained in the M67 Sight Unit, M58/M59 Aiming Post Lights and Range Indicators. Proper handling and storage of these items containing nuclear material shall be presented either being performed by the contractor or by an alternative method. The M326 Mortar Stowage Kit is designed to be used with the M120mm mortar weapon that will allow the mortar to be stowed as a complete unit on a standard M1101 cargo trailer which can be easily transported, emplaced, and readied for fire with minimal handling. The Government anticipates awarding one or more Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts covering the FY14-18 timeframe. Respondents shall explain how they can meet all Government requirements for the following individual Weapon System items. The Mortar Weapon System production described in this market survey is broken out as follows: 1. M224 60mm Legacy Mortar Weapon System to include the following Contractor Furnished Material (CFM): a. Cannon Assemblies: M225 b. Baseplates: M7, M8, M8A1 c. Bipods: M170 The M224 60mm Legacy Mortar Weapon System shall contain the following Government Furnished Material (GFM): a. Basic Issue Items (BII) for 60mm Legacy/Lightweight Mortar Weapon System b. Sight Units: M67 c. Range Indicators d. Aiming Post Lights (APL) Kits: M58/M59 e. Direct Support Tool Kits for 60mm Legacy and Lightweight Mortar Weapon System f. Additional Authorized List (AAL) with M45A1 Boresight, etc. 2. The M224A1 60mm Lightweight Mortar Weapon System to include the following Contractor Furnished Material (CFM): a. Cannon Assemblies: M225A1 b. Baseplates: M8, M8A1 The M224A1 60mm Lightweight Mortar Weapon System shall contain the following Government Furnished Material (GFM): a. Baseplates: M7A1 b. Bipods: M170A1 c. Basic Issue Items (BII) for 60mm Legacy/Lightweight Mortar Weapon System d. Sight Units: M67 e. Range Indicators f. Aiming Post Lights (APL) Kits: M58/M59 g. Direct Support Tool Kits for 60mm Legacy and Lightweight Mortar Weapon System h. Additional Authorized List (AAL) with M45A1 Boresight, etc. 3. The M252 81mm Legacy Mortar Weapon System to include the following Contractor Furnished Material (CFM): a. Cannon Assemblies: M253 b. Baseplate: M3A1 c. Bipod: M177 The M252 81mm Legacy Mortar Weapon System shall contain the following Government Furnished Material (GFM): a. BII for 81mm Legacy/Lightweight Mortar Weapon System b. Sight Units: M67 c. Aiming Post Lights (APL) Kits: M58/M59 d. Direct Support Tool Kits for 81mm Legacy and Lightweight Mortar Weapon System e. Additional Authorized List (AAL) with M45A1 Boresight, etc. 4. The M252A1 81mm Lightweight Mortar Weapon System to include the following Contractor Furnished Material (CFM): a. Cannon Assemblies: M253 The M252A1 81mm Lightweight Mortar Weapon System shall contain the following Government Furnished Material (GFM): a. Baseplates: M3A2 b. Bipods: M177A1 c. BII for 81mm Legacy/Lightweight Mortar Weapon System d. Sight Units: M67 e. Aiming Post Lights (APL) Kits: M58/M59 f. Direct Support Tool Kits for 81mm Legacy and Lightweight Mortar Weapon System g. Additional Authorized List (AAL) with M45A1 Boresight, etc. 5. The M120/M120A1 120mm Mortar System (Towed) and M121 120mm Mortar System (Carrier) to include the M326 Mortar Stowage Kit, and M1101 Cargo Trailer shall include the following Contractor Furnished Material (CFM): a. Cannon Assemblies: M298 b. Baseplate: M9 c. Bipods: M190/M191/M191A1 d. M326 Mortar Stowage Kits e. BII for the Mortar Stowage Kit f. M1101 Cargo Trailer g. BII for the M1101 Cargo Trailer The M120/M120A1 120mm Mortar Weapon Systems shall contain the following Government Furnished Material (GFM): a. Sight Units: M67 b. Aiming Post Lights (APL) Kits: M58/M59 c. BIIs for M120/120A1 Towed Mortar Weapon System d. BIIs for M121 Carrier Mortar Weapon System e. Direct Support Tool Kits for 120mm Mortar Weapon System f. Additional Authorized List (AAL) with M45A1 Boresight, etc. Respondents interested in producing, assembling, and shipping to the Army complete 60mm, 81mm and 120mm Mortar Weapon Systems, to include the M326 Mortar Stowage Kit, should be able to demonstrate the following: 1. Manufacturing Experience in mortar weapon systems within the past 3 years. 2. Monthly throughput to produce 60mm/81mm/120mm Weapon Systems. 3. Describe Manufacturing equipment, facility, and storage capability to be used for this effort. 4. Experience with Tooling, fixtures and production processes to include inspection and maintenance plans. 5. Key personnel descriptions capable in of performing the effort. 6. Experience with kitting and inventory management 7. Description of Quality System 8. Tritium handling and storage 9. Ability to receive, handle and store GFM The Government is providing the maximum quantity for each Mortar Weapon System over a five year period for the respondents' preparation of their monthly throughput for the various mortar weapons systems and Mortar Stowage Kit: 1. M224/M224A1 60mm Legacy/Lightweight Mortar Weapon System: Maximum Combined Quantity: 2,500 2. M252/M252A1 81mm Legacy/Lightweight Mortar Weapon System: Maximum Combined Quantity: 1,500 3. M120/M120A1 120mm Mortar Weapon System (Towed) and M121 120mm Mortar Weapon System (Carrier): Maximum Combined Quantity: 1,000 4. M326 Mortar Stowage Kit and M1101 Cargo Trailers Maximum Combined Quantity: 420 Technical data for all systems listed above are marked Distribution D, therefore data distribution will only be authorized to the Department of Defense (DoD) and its U.S. and DoD contractors only. The technical data package (TDP) will not be available until a solicitation is formally issued. All interested respondents are requested to indicate their size of business (small, small disadvantaged, or large business). This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information gathered. Participation in this effort is strictly voluntary. The Government will utilize the information provided for planning purposes. All submissions related to this Market Survey, W15QKN-13-X-A018, for production, assembly, and shipping of the 60mm/81mm/120mm Mortar Weapon Systems and 120mm M326 Mortar Stowage Kit, are requested to be made via electronic mail to the below point of contact no later than 16 September 2013.
