FOR MORE INFORMATION PLEASE CONTACT: Mark Conrad (443)-395-7013 mark.g.conrad.civ@mail.mil * PLEASE NOTE THE MODIFICATION PARAGRAPH LISTED BELOW* US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) is seeking contractor sources able to provide Field Service Representative (FSR) and training support for RAID towers for the Afghanistan National Army. When operating during working hours, this contractor can only utilize security provided by the Afghanistan Public Protection Force in lieu of traditional US or Coalition security and private security teams. The APPF is a pay-for-service Afghan government security service provider underneath the Ministry of Interior that protects people, infrastructure, facilities, construction projects and convoys. It is organized as a State Owned Enterprise (SOE) in order to be able to contract with domestic and international customers for security services. US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) is seeking contractor sources able to provide Field Service Representative (FSR) and training support for RAID towers operated by Afghanistan Public Protection Forces. The Rapid Aerostat Initial Deployment (RAID) system employs a tower or mast and sensor suites (EO/IR sensor, radar) to provide elevated persistent surveillance in support of intelligence, surveillance and reconnaissance (ISR) needs. The RAID system's primary payload is an electro optical/infrared (EO/IR) sensor including eye-safe laser range finder, laser range designator and laser illuminator. Data and video transmission capability is provided through digital RF links. Field Service Representatives will ensure RAID systems are fully supported for logistics/whole life service support and assure effective operation and economical ownership by the customer. WLSS support may include depot operations, Return & Repair (R&R)/warranty, spares, manuals, training, in-country field service representation, CONUS subject matter expert (SME) support and safety/human factors engineering (HFE). Answering this Market Survey The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The US Government is not seeking or accepting unsolicited proposals. The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The Government may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. All responses to this market survey must be received 23 September 2013 at 4:00 PM CST.
