- List of Items Required under this request This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The United States Marshals Service, Tactical Operations Division, Special Operations Group will award a Firm Fixed Price type contract for the items as described below. Solicitation SOG-13-0005 is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) code for this project is 339920, and Standard Industrial Classification (SIC) code 3842. The Size Standard for NAICS 339113 is 500 employees. Award shall be based on ALL OR NONE and Best Value to the Government. No substitutes will be accepted; New equipment ONLY, no remanufactured, refurbished, or gray-market products. Delivery must be made on or before December 31, 2013. No multiple awards will result from this solicitation. The Government reserves the right to award or not award based on this solicitation at any time after the closing of this solicitation. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, for more information go to CCR website at http://www.ccr.gov. The following provisions and clauses are hereby applicable to this solicitation and any resultant contract award: 52.204-7 (Dec 2012) - Central Contractor Registration; 52.212-1, Instructions to Offerors - Commercial Items(Feb 2012); 52.212-2, Evaluation of Commercial Items (Jan 1999); 52.212-3 - Offeror Representations and Certifications - Commercial Items (Dec 2012); 52.222-21 Prohibition of Segregated Facilities (Feb 1999); 52.222-22 Previous Contracts and Compliance Reports (Feb 1999); 52.233-4 Applicable Law For Breach Of Contract Claim (OCT 2004); 252.203-7002 (Jan 2009) - Requirement to Inform Employees of Whistleblower Rights 252.209-7002 (Jun 2010) - Disclosure of Ownership or Control by a Foreign Government; 252.232-7003 (Jun 2012) - Electronic Submission of Payment Requests and Receiving. All bids must be valid for 30 days from the closing date for this solicitation. All bid prices must include shipping FOB Destination: 1401 F. Street, Pineville, LA 71360. No partial shipments are permitted, unless otherwise specified by the Contracting Officer at time of award. The Special Operations Group Unit has continually tested numerous types of devices from multiple manufactures while searching for a device for wearing NVG items in rural environment. The typical light weight helmet utilized is the pro-tech type that Special Operations Group uses for ATV use. The pro-tech is a light weight helmet, but lacks the same features of the FAST Carbon, particularly the long term NVG capability. Long term NVG use with a pro-tech would require a counterweight on the back of the helmet, thus eliminating the light weight feature of the pro-tech. It has been determined by the Special Operations Group to purchase a single item for rural use would be best and the OPS CORE FAST Carbon fills that requirement.
