Description
The Missile Defense Agency (MDA) intends to award a sole source contract modification to Lockheed Martin Mission System and Training (LM MST) of Moorestown, New Jersey for the modification of the Aegis Ballistic Missile Defense (BMD) Baseline 5.1 for operation in the Aegis Ashore Missile Defense System (AAMDS). LM MST is currently developing the Aegis BMD Baseline 5.1 as the Combat System Engineering Agent (CSEA) under contract HQ0276-10-C-0001. LM MST has been the prime contractor for Aegis Weapon System (AWS) computer program development and the Aegis CSEA since Aegis Program inception in 1969 and will continue as the CSEA for Aegis Open Architecture under coordinated contracts with the Naval Sea Systems Command and MDA. LM MST is a specialized source and no other suppliers or services will satisfy agency requirements. As a result of LM MST's involvement in the Aegis BMD Program, LM MST is the only source that currently possesses the in-depth technical knowledge and resident expertise of the systems requirements, access to the proprietary data, and resources to perform the work contemplated herein. This expertise cannot be obtained by any other contractor within the anticipated period of performance without incurring cost and schedule risks. The anticipated period of performance is up to six (6) years after contract modification award. The proposed contract action is for system engineering expertise for which the Government intends to solicit and negotiate with only one source under the authority of 10 USC 2304(c) (1) as implemented in FAR 6.302. This notice is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact LM MST directly.
