CANCELLATION NOTICE:Bids are being solicited under solicitation number HSHQDC-13-Q-00420. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein.If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. To view the specifications, please go to www.FedBid.com and reference Buy No. 542657. DHS FirstSource II Bids Only: Seller shall ONLY bid on this opportunity if they are able to provide commercially-available IT commodities, solutions, and value-added reseller (VAR) services per the requirements established in the Delivery Order solicitation. Seller shall adhere to all terms and conditions stated in their respective DHS FirstSource II IDIQ contract, AS WELL AS any additionally imposed through the Delivery Order solicitation - provided they do not contradict those executed by the former. Both the status of the Seller (i.e. its ability to conduct business with the Federal Government) and the status of the Seller?s IDIQ contract shall be in an ACTIVE state at the time a bid is submitted. This requirement is a [ Total HUB-Zone ] set-aside and only qualified sellers may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-09-13 12:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Statement of Work. The DHS Office of Procurement Operations (OPO) requires the following items, Brand Name or Equal, to the following: LI 001: Nessus ProfessionalFeed license renewal (12 Month Subscription) in accordance with Attachment A, 10, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DHS Office of Procurement Operations (OPO) intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Office of Procurement Operations (OPO) is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Sellers that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID (877-933-3243) or via email at clientservices@fedbid.com. Sellers may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Use of FedBid: Buyers and Sellers agree to conduct this transaction through FedBid in compliance with the FedBid Terms of Use. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Quote MUST be good for 30 calendar days after close of Buy. All license information, software keys, serial numbers, authorization codes, account codes, and other relevant information shall be provided to the Contracting Officer's Representative (COR), Karen Beirne at Karen.Beirne@hq.dhs.gov, as well as DHS S&T Assett Management at st.software@hq.dhs.gov. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. All clauses included in the contractors FirstSource II contract shall flow down to this requirement. In addition to providing pricing through the marketplace, contractors quoting an "or equal" item must include certain non-pricing information as document(s) attached to its quote, as described in Attachment A. The quoter must attach such documentation in its quote, so the attachment(s) are received no later than the closing date and time of this Buy. Pricing will not be accepted if it is included in the attachment(s). Attachment(s) can total no more than 20 MB, whether multiple files or one file, and may be zipped to decrease their size. A quoter's failure to comply with these terms may result in its quote being determined to be non-responsive. This solicitation is for a "brand name or equal" item. Attachment A provides "brand name or equal" salient characteristics. Contractors may quote either the brand name mentioned in Attachment A or equal item. If quoting an "or equal" item, the quoter must submit documentation, as described in Attachment A and the Seller Attachment(s) terms above, showing that the "or equal" item quoted meets or exceeds the corresponding salient characteristics. Quoters must furnish all items as requested to meet or exceed the "brand name or equal" specifications. A purchase order will be awarded to the offeror whose quote: (1) Furnishes all items included in this solicitation in the specified quantities; (2) Meets or exceeds the "brand name or equal" salient characteristics; and (3) Quotes the lowest total price.
