- J&A for SBIR Phase IIII Project. Scope of work This is a firm-fixed-price, performance-based contract for Naval Postgraduate School. This contract is to be performed as a SBIR Phase III effort building on the previous SBIR work. Under the terms of the U.S. SBIR program, the prior competition for SBIR Phase I and Phase II satisfies statutory competition requirements. Therefore, further competition is not required for this Phase-III contract, nor is a Justification & Approval (J&A) pursuant to FAR 6.302.5 required since this current Phase III work is derived from and extends efforts performed under the prior SBIR funding agreements and is thus authorized under 10 U.S.C. 2304(b) (2). This contract calls for refinement of Seaweb firmware algorithms in support of NPS contributions to the U.S Naval Postgraduate School and National University of Singapore collaboration established by Office of Naval Research and Navy International Programs Office, known as MISSION (Maritime In Situ Sensing Inter-Operable Networks). The U.S. contribution to the MISSION collaboration is an RDT&E project advancing the SBIR capability to include advanced through-water networking, TRANSEC (transmission security), and adaptive modulation. Sole Source Intent Statement Sole-source justification attached. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by closing date will be considered by the government. A determination of the government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government.
