- PILLAR INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) FEEDBACK SESSION ANNOUNCMENT AND REQUEST FOR INFORMATION (RFI) 1. DESCRIPTION: SPAWARSYSCENLANT will be conducting a pillar IDIQ feedback session as part of the Small Business Innovation Outreach Initiative (SBIOI) on 15 November 2013. Details of the IDIQ feedback session will be forthcoming in an additional announcement in the October timeframe. That announcement will include a final agenda and registration instructions. Over the past two years, SPAWARSYSCENLANT has developed and implemented a pillar acquisition strategy as the foundation for the overall contracting strategy for the command. Since the vast majority of pillar contracts are awarded and being utilized, SPAWARSYSCENLANT has determined that the follow-on contracting strategy for the pillar IDIQs should include a robust lessons learned program. In addition to internal lessons learned, we are interested in gathering industrys perspective on the pillar acquisitions (IDIQs) that we conducted, and areas we may be able to improve in the follow-on contract efforts. Our intent is to gather information using an RFI format and also to conduct one or more pillar IDIQ feedback sessions. 2. PURPOSE: The intent of this RFI is to: 1) Provide initial notification to industry that we will conduct a Pillar Feedback Session as part of the November 15th SBIOI event in Charleston, SC details will be provided in a separate announcement to be released closer to the date of the event; 2) Obtain industry feedback and ideas in the following areas: a) Contract reference thresholds for each set of pillar RFPs (by business classification) on our initial pillar acquisitions we set thresholds using cumulative values (invoiced) with some individual requirements. This methodology was based on industry feedback in the form of questions on the RFPs. Please provide feedback on how you would like to see thresholds set on the follow-ons. Include rationale with your ideas, and specify the business classification your idea pertains to (i.e., 8(a), Preferred, Small Business, Unrestricted). b) Contract References Comment on the method of evaluation for the basic IDIQs utilizing references, page limits, number of references, etc. c) IDIQ RFP Section L Were the proposal requirements easy to understand, detailed enough, focused in the right areas, etc.? Any improvement ideas? d) IDIQ RFP Section M Was the evaluation methodology reasonable, easy to understand, consistent with the proposal requirements? Any improvement ideas? e) Information relative to the number of awardees on a given MAC and how that impacts your business in terms of proposing on task order RFPs, ROI, B&P costs, etc. - The intent of the feedback in this area is to gain a better understanding of how industry views and is impacted by the number of awardees on a MAC. We have received several comments in open forums that there is a large impact, but we need more detail to fully understand how industry analyzes and makes business decisions in this environment. f) Internal ideas for improvement The following areas have been identified as new features in IDIQ RFPs that will be incorporated in to the next round of pillar IDIQs. Please provide any feedback relative to: Software Development Plan and Small Business Participation Factors will be rated as Acceptable or Unacceptable, we will set a minimum number of hours that must be included to consider a subcontractor priced (and therefore approved at the contract level for subcontracting), and the RFP will specifically state that subcontractors who are unpriced or do not propose the minimum number of hours will not be approved for task orders. Feedback on the aforementioned areas, or other improvement ideas pertaining to the overarching pillar IDIQ strategy/contracts should be sent to the following functional mailbox: ssclant_pillar_fb.fcm@navy.mil SPAWARSYSCENLANT intends to include, as part of the SBIOI agenda in November, a presentation on the pillar acquisition strategy from inception to present. We will also summarize and discuss the feedback received from this RFI, and answer/discuss questions or issues that arise as a result of the SBIOI presentations. This RFI is being conducted pursuant to the Federal Acquisition Regulation (FAR) subpart 15.201(e). No contract will be awarded from this announcement and no reimbursement will be made for any costs associated with providing information submitted in response to this RFI. As such, this RFI is issued solely for informational and planning purposes and does not constitute any obligation on the part of SPAWARSYSCENLANT. Not responding to this RFI does not preclude participation in any future RFP or solicitation, should one be issued. All submissions become SPAWARSYSCENLANT property and will not be returned. All information received in response to this notice that is marked 'Proprietary' will be handled accordingly.
