Description
The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Naval Health Research Center (NHRC), intends to establish a Blanket Purchase Agreement for various In Vitro cellular and molecular diagnostic kits. The BPA will be established for a one (1) year period with a maximum value of $650,000.00. The Government intends to negotiate on a sole source basis with Diagnostic Hybrids, Inc. (DHI), operating as an Other Than Small Business located in Athens OH, under the authority of FAR 6.302-1(a)(2) Only One Responsible Source. The laboratories at the Naval Health Research Center (NHRC) have been using DHI supplies for cellular and molecular diagnostic kits, as wells as culture and stain for viral pathogens sample taken by NHRC's various surveillance programs for many years. Viral pathogens must be cultured in eukaryotic cell lines and DHI can provide high-quality cell lines on weekly basis as is required. Recent market research verified that other In Vitro kits are commercially available. However, to comply with the NHRC standard operational procedures that established the requirements for sensitivity and specificity for the internal validation and College of American pathologist (CAP) certification of all diagnostic tests, and to preserve the integrity of hundreds of positive and negative control samples, it is critical that only DHI kits be used. A change in diagnostic kits would require full re-validation of the kits which would result in increased cost to the Government and unnecessary delays in diagnostic activities of the laboratory. The North American Industry Classification System (NAICS) code is 325413. The Standard Industrial Classification (SIC) Code is 2835 and the Small Business Size Standard is 500. This is not a Small Business Set-Aside. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government anticipates awarding one (1) Firm Fixed Price Blanket Purchase Agreement.
