Description
J&A for Sole Source procurement On a sole source basis, the U.S. Department of Transportation (USDOT), Office of the Secretary, Office of Infrastructure Finance and Innovation (OST-P-40) plans to acquire contract support from Deloitte in order to complete an ongoing process and systems/application development project supporting the Transportation Investment Generating Economic Recovery ( TIGER) program, and to acquire support services from Deloitte for the current round of TIGER application processing, review, and awards. Deloitte designed, built, and began the implementation of a number of highly specialized applications to serve as a permanent and universal repository for all TIGER Grant application and evaluation data. Such support is required to achieve enhanced information sharing and reporting in order to facilitate shorter response times for inquiry and encourage robust data collection and management from applicants, grant administrators, and grantees. Additionally, Deloitte is providing technical support for the current round of review of TIGER applications through the development analytic material for the most senior Departmental leadership. The Secretary, Deputy Secretary, and Under Secretary and certain Modal Administrators are presently reviewing the most competitive TIGER applications with the anticipation that the Office of the Secretary would begin the awards announcement phase through the Congressional Notification System within a month, then the actual notifications to selected awards grantees ten days thereafter, and then the grant obligation phase immediately thereafter. Therefore, this acquisition will be bridge contract for the continued development of a major system and is also for continued performance of a highly specialized service. Maintaining a relationship with Deloitte is the most efficient and cost-effective way to complete ongoing development and implementation, averting any retraining and duplication of effort required by bringing in new contractors in mid-development/implementation. Additionally, given the known timeframes for (a) issuing new network and security credentials, (b) being properly debriefed and gaining an understanding of system/application requirements, and (c) required delivery as soon as possible, OST concludes that completing the scope with the current contractor is warranted and necessary. It is crucial that OST P-40 partner with Deloitte since the incumbent contractor possesses all required network accounts, clearances, and administrative rights, as well as the institutional and historical knowledge of general DOT/OST technological environments, architecture, and applications. Moreover, the incumbent is aware of, has documented for purposes of the TIGER program, and has incorporated into its work already performed, OST's business rules, as well as the policies and procedures specific to the TIGER Program. Deloitte's personnel currently in place have longstanding relationships with offices across DOT, whose consultation is needed to implement an information technology solution that is useful for the Department. Furthermore, Deloitte's possesses specific knowledge of TIGER technology infrastructure, system requirements, considerable institutional and historical knowledge of OST/OA IT environments, architecture, and applications, in conjunction with TIGER business rules, policies, and procedures. US DOT concludes that award to any source aside from Deloitte would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and would also result in unacceptable delays in fulfilling the US DOT's requirements. Given the anticipated expense rate (from the IGCE) and applying that to a competition and awards phase pursuant to locating a new vendor that would, at a minimum, require two months, the additional costs to the Government would be a minimum of $220,000 in order to arrive at where we are now. We would anticipate that time frame because doubtless a new vendor would spend time analyzing and criticizing the specialized software so far developed, and then offering its own solutions for the "challenges" that it identified in the software. Additional costs to bring a new vendor up to speed on general US DOT clearances, architecture, processes, and on specific TIGER concerns are difficult to calculate, but with an assumption that it would take at least two more weeks, perhaps an additional $35,000 to $50,000 in costs could be incurred, bringing the duplicative efforts costs to $255,000 to $270,000. Accordingly, Deloitte is the only firm capable of providing the supplies and services described in Section III above without the US DOT experiencing substantial duplication of cost and unacceptable delays in fulfilling its requirements.
