- The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Naval Health Research Center (NHRC), intends to establish a Blanket Purchase Agreement for various laboratory supplies. The BPA will be established for a one (1) year period with a maximum value of $650,000.00. The Government intends to negotiate on a sole source basis with Qiagen Inc., operating as an Other Than Small Business located in Valencia CA, under the authority of FAR 6.302-1(a)(2) Only One Responsible Source. The Molecular Laboratory at NHRC uses Qiagen nucleic acid extraction kits and PCR reagents as the basis of their primary College of American Pathologist (CAP) certified molecular identification procedures, and has been doing so since 1999. Recent market research verified that laboratory supplies of the required nature are available commercially from several vendors serving the biomedical research industry. However, due to the specificity inherent to the required laboratory activities, and the requirement to maintain continuity and validity of past results for established protocols, it is imperative that the same products be utilized. A change in vendors would require full revalidation of the kits and reagents. This would result in increased cost to the Government and complete stoppage in the identification and determination of the Etiology. The North American Industry Classification System (NAICS) code is 334516. The Standard Industrial Classification (SIC) Code is 3826 and the Small Business Size Standard is 500. This is not a Small Business Set-Aside. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government anticipates awarding one (1) Firm Fixed Price Blanket Purchase Agreement.
