Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ F1Y3DA3123A004. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. This acquisition is 100% Total set-aside for Small Business. The associated NAICS code is 238220 with a size standard of $14 Million. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Govenment cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." The line item description is as follows: CLIN 0001: Remove and replace direct expansion HVAC system at building 1245 in accordance with attached statement of work (SOW). 1. SUBJECT: F1Y3DA3123A004; "Bldg 1245 HVAC" 2. SOLICITATION NUMBER: F1Y3DA3123A004 3. DATE: 3 September 2013 4. CONTRACTING OFFICE ADDRESS: 7505 BARNES LOOP, BUILDING 208, F.E. WARREN AFB, WY, 82005-2860 5. OPENING/CLOSING RESPONSE DATE: 3 Sep 2013 / 13 Sep 2013 6. CONTACT POINT: Contract Administrator: TSgt Michael Wittmer, 307-773-3411, michael.wittmer@us.af.mil; 7. DELIVERY: Delivery and installation will be made FOB-Destination within 60 calendar days of the notice to proceed. 8. EVALUATION CRITERIA: Offerors will be evaluated based on the lowest price technically acceptable. Technical acceptability will be evaluated based on the lowest price that meets the specifications listed within the description and Statement of Work (SOW). 9. PLACE OF CONTRACT PERFORMANCE: Building 1245 on F.E. Warren AFB, Cheyenne, WY 82005-2860 10. ACCEPTANCE: Acceptance will be made by the government at the place of performance. 11. LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer prior to the closing date and time will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)). 12. CONTRACTOR REGISTRATION: All contractors must be registered in the System for Award Management (SAM) ref. FAR 52.204-99 database prior to any contract award. Please submit the following information with each quote: Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, Date offer expires, warranty, Line item unit price, and Total cost. 13. SITE VISIT: No site visit will be held. 14. CLOSING RESPONSE DATE: Quotes are due not later than Noon, Mountain Daylight Time (MST) on 13 September 2013. All responsible sources may submit a quotation which shall be considered by the agency. You are encouraged to submit quotes electronically via email to: Michael.Wittmer@us.af.mil. In accordance with FAR 3.601(a) a contracting officer shall not knowingly award a contract to a Government employee or to a business concern or other organization owned or substantially owned or controlled by one or more Government employees.
