Description
This is a Sources Sought notice for Snow/ice removal services at the: LTC Charles L. Butler USARC 101 Franklin Street Saco, ME 04072-2507. This is NOT a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled veteran-owned small businesses; 8(a) certified small businesses; veteran-owned small businesses; woman-owned small businesses; economically disadvantaged women-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition (561790). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The services to be performed include snow/ice removal services to supported organizations, military units, and activities training and/or located at Worcester, MA. Attached is a draft Performance Work Statement. The Government anticipates the award of a Firm Fixed Price, Requirements contract to the successful offeror of this requirement. The period of performance is a 12-month base year period with a four-year option period. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice is solely within the discretion of the Government. Interested parties are expected to review this Notice and the draft Performance Work Statement (PWS) to familiarize themselves with the requirements of this project; failure to do so will be at your firm's own risk. This contract shall be a non-personnel services contract to provide snow/ice removal services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. There is no solicitation available at this time. PROJECT REQUIREMENTS: (Refer to the Attached draft PWS.) NAICS Code and Size Standard: In the event a Solicitation is issued, NAICS code 561790 with a size standard of $7 million dollars is being considered. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE IN A SEPARATE ANNOUNCEMENT, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with FAR 52.204-7, Central Contractor Registration (System for Award Management (SAM)); lack of registration in the System for Award Management (SAM) will make an offeror ineligible for contract award. Additionally, in accordance with Federal Acquisition Regulations (FAR) 52.204-8, Annual Representations and Certifications, offerors are also reminded to update/complete their Representations and Certifications in the System for Award Management (SAM). SUBMITTAL REQUIREMENTS: 1. Name of Company; Company Address; Point of Contact (POC), with Name, Phone Number, Email Address, NAICS Code, DUNS Number, CAGE Code, and Socio-Economic Size Status (Large/Small Business). 2. Contractor acknowledges a clear understanding of all tasks specified in the draft Performance Work Statement (PWS). 3. Confirms full capabilities of completing the required work specified in the draft Performance Work Statement (PWS). 4. Provide relevant and past performance on same/similar work in the last three years (include contract number, dollar value, and contracting officer and customer name, phone number, and email address.
