- RFP: SOL-OAA-13-000136 The incumbent will be a member of the Bureau of Management, Office of the Chief Financial Officer (M/ICFO) and will report to the Chief Financial Officer, working in collaboration with IPR Objective Team 1 and other CFO managers and staff involved in IPR. Principal responsibilities include : I. Transition IPR Objective 1 to Local Solutions team. Assist in transition from IPR to Local solution team October through March. Serve as a member of the extended Implementation and Procurement Reform Objective 1 team, proving a broad range of support on matters such as those related to integrating new program implementation mechanisms into Agency training activities, ongoing change management communications, training and advising on policy implications of new implementation mechanism to Agency risk appraisal/assessment/mitigation approaches. II. Lead a working group to articulate and provide operational guidance for new Agency implementation mechanisms for Government to Government (G2G) assistance. The new mechanisms will be distinct from, and in addition to, existing mechanisms such as Sector Program Assistance, Fixed Amount Reimbursement (to include both traditional FARAs and Performance Based Disbursement/Reimbursement), or host country contracting. New mechanisms may be defined in areas of both project and non-project assistance. The Incumbent is expected to consult broadly within and outside USAID to gather information about the need for the mechanisms and to build consensus among and obtain buy-in from concerned USAID offices, and develop related operation and policy guidance. Finalize three new mechanisms, design of OBR, conceptualize PC and redo Program Assistance Policy - September and October. III. Provide assistance to Missions and USAID/W offices related to specific activities and their selection and use of G2G mechanisms. This may include advice as to which mechanisms to select, risks associated with alternative approaches and appropriateness of mechanism to the underlying program objectives and rationale. This may include serving in a "Help Desk" capacity, in conjunction with the Bureau for Policy, Planning and Learning, to respond to quick questions, and coaching Mission design team from USAID/W, or performing TDYs to Missions to participate in designing G2G activities. Primary Organizer and advisor to G2G Help Desk for Missions. Continue to serve as main advisor to G2G information Desk - October through March.
