- Description
- The RFP acceptance Time Zone is AFT (Afghanistan Time). The United States Government represented by the U.S. Agency for International Development (USAID) in Kabul, Afghanistan, requests proposals to provide and perform various types of audit services in accordance with U.S. Government Auditing Standards issued by the U.S. Government Accountability Office (July 2007 revision) and the USAID Office of Inspector General Guidelines for Financial Audits Contracted by Foreign Recipients (Guidelines) dated February 2009 of the Incurred Costs in Afghanistan by Contractor or Implementing Partner. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written separate solicitation will not be issued. In general, under a Blanket Purchase Agreement (BPA), the Prime Contractor shall be responsible for conducting pre-award assessment/surveys, host country contracting capability assessments, financial reviews and performance audits. It is anticipated that three or more BPAs will awarded from the solicitation and Call Orders issued under a BPA will be Firm Fixed Price Orders. As set forth in FAR Part 15, Contracting by Negotiation shall be used for this procurement. This RFP contains clauses incorporated by reference. The full text of the FAR clauses is available on the internet at http://www.arnet.gov/far/. The full text of UASID's Agency for International Development Regulation (AIDAR) clauses is available at http://www.usaid.gov. Pursuant to Federal Acquisition Regulation (FAR) 15.204-1), Uniform Contract Format, Sections A through J of the attached RFP represent the draft contract and shall be the basis for the contractual relationship between USAID and the selected Prime Contractor.
