- Amendment 0004 The Contractor shall furnish all personnel, management, supervision, reports, transportation and labor necessary to provide hospital translation (HT) and liaison services to perform emergency response, outpatient visits, inpatient translation and patient transfers, and other translation services related to or for the 374th Medical Group (MDG) also referred to as the "medical treatment facility" (MTF) herein. SOFA status and logistic support will be provided. See the attached documets for the details. Due to system malfunction, Amendment 0002 including the below changes will be provided the next day. Q&A No. 1 Q 1) para 1.2.2.3.2.3. of PWS. " Coordinate and meet patients referred to Japanese hospitals at a designated location (e.g. nearest train station or host nation facility). Escort patients to host nation hospital, coordinate services required, provide translation and interpretation services as required, and facilitate quality medical care. All travel is at contractor's cost." In this section the government has indicated that "All travel is at contractors cost". We understand the transportation expense is at contractor's cost. However, in order to establish when billing for On-Call HT begins we must establish a duty location. When translators are based at the Yokota hospital their duty location is the hospital. When they are directed to go to a host nation hospital they are billing for the travel time from. Without a duty location it is impossible to know when billing begins. So the question is whether the travel time to the host nation hospital is billable or not and where the duty location should be? Since On-Call HTs are no longer based at the Yokota Hospital does their duty location become their homes? The other concern is that while patients were directed to host nation hospitals for their appointments by driving and/or train directions there were a significant number of no-shows and late-shows in the past. This doesn't happen when patients are escorted from the Yokota Hospital by the HT. Missing appointments detrimentally effects the relationship with host nation hospitals. Answer: For all appointment directed to host nation hospitals, contractor shall meet the patients at 374 MDG TRICARE lobby. It means the contractor billing point is Yokota Hospital. In the event of patient not showing, on-call cancellation will apply. It will reflect in the PWS. Q2) 1.2.2.3.2.7. Emergency Response (Transfer and Escort). Contractor personnel shall accompany the MTF medical team during emergencies. Answer to Q4, dated 30 Aug 13 stated: Emergency Response............."In the event of............." Will be deleted. The contractor can utilize on-call HT as many as needed. (Amendment) 1.2.2.3.2.7 of revised PWS does not include above amendment. Answer: It is understandable, so, there is no need to include that sentence. * Quantity of CLIN 1002, 2003, 3002 and 4002 will be chabged from 3720 to 3400. (See attached revised SF 1449. Q&A No.2 for Amendment 0004 (0002) 1) para 1.2.2.3.2.3. of PWS.
