Project Number: 695-326 RFI Number: VA69D-13-I-2047 Solicitation Number: VA69D-13-D-XXXX (TBD) Notice Type: Sources Sought / Information ONLY Synopsis: 05 September 2013 SOURCES SOUGHT SYNOPSIS for SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) ONLY: This is a request for information / market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal, SF330's, invitation for bid, nor does its assurance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of members of the SDVOSB Community nationwide that are qualified to perform as a prime contractor on a specialized AE IDIQ potential contract that will be focused mainly on Civil, Geotechnical, Mechanical, Electrical, Architectural, and Structural designs, studies, and AE CPS (Construction Period Services). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including area of consideration mileage limitations. An organization that is not qualified as an SDVOSB business under the applicable NAICS codes 541310 and/or 541330 and 541360, 541370, and/or 541490 should NOT submit a response to this notice. Department of Veterans Affairs (DVA), Veterans Health Administration (VHA), NCO-12 is seeking potential sources capable of providing all management, supervision, labor, materials, supplies and equipment (except as otherwise noted), and shall plan, schedule, coordinate and assure effective performance of all services described herein. The AE contractor will be required to provide management and supervision related to all AE design services work orders during the initial year of construction in accordance with requirements of this sources sought and for the basic and option years. The Government anticipates award of a single Indefinite Delivery Indefinite Quantity Contract with Firm Fixed Prices for a base one year period of performance and up to four (4) possible option year periods, for a total potential contract period of performance of five (5) years, if the option periods are exercised and maximum potential value of $4.99 Million. The primary location of performance will be located at the Milwaukee, Wisconsin VA Medical Center. If qualified or interested, please submit a letter (maximum 5 pages) via EMAIL stating the following: 1. Name of your company, DUNS number, address, point of contact with phone number, e-mail address and fax number. 2. Business size for the assigned NAICS code(s) noted above that your company is qualified to perform on. In addition to the size of business, indicate any other socioeconomic designation your company may hold (Woman Owned, Minority Owned, etc.) in addition to your SDVOSB classification. 3. Company's capability to perform on a contract of this magnitude and complexity by including a brief description of any projects related to the NAICS codes and professional areas of expertise as noted above. Experience in design of motor vehicle Parking Structures and Historical Preservation Requirements is highly desired. Also, include customer names and phone numbers, timeliness of performance, and dollar values of the projects your company has performed on w/in the last five (5) years related to all information per above. 4. Describe your company's bonding capability / capacity 5. Describe how you would be able to perform a minimum of 50% of the value of this AE IDIQ contract using your own SDVOSB workforce or a combined effort of 50% or more of your own workforce with that of other subcontracted SDVOSB firms. 6. If company is/will be part of a joint venture, state names of joint venture members and their business size(s). Each response will be reviewed by the Contracting Officer/Specialist for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible SDVOSB small businesses that are competitive in terms of market prices, quality, delivery, geographical location, and specific experience. All information furnished to the Government in response to this notice will be used for review purposes only. Responses must be submitted to this office in writing, by EMAIL to the contracting officer, Dean Regazzi at: dean.regazzi@va.gov by 08:00 AM CST on Monday, September 16, 2013. You must include the Project # and RFI # in the subject heading of your email. Regular mail and/or Facsimile responses will NOT be accepted. Telephone calls will NOT be accepted. Any RFI's/questions by email only.
