Description
NASA/ARC has a requirement for a highly accurate 'Made in the USA' Coordinate Measuring Machine (CMM) to be used as a replacement for an existing outdated and non-operable COORDINATE MEASURING MACHINE (CMM). Primary use will be to perform dimensional inspection of spaceflight hardware, wind tunnel models and complex 3D surface models. Machine size requirements; CMM Measuring Range minimum X=700mm, Y=1000mm, Z=580mm Note; there are specific size limitations in our inspection lab and limited access for installation routes. <p> Due to low overhead clearance overall machine height cannot exceed 110.5. Overall height and width cannot exceed 84 x 59 due to limited building access and doorways. <p> Probe tip and scanning requirements; Probe head and tips must be capable of Active Scanning. This process allows for constant contact on a profile surface in order to measure 3D surface geometry. <p> Probe head must be able to articulate and probe at 2.5 degree increments. In addition probe head must have the ability to rotate +/- 180 degrees. The articulating probe allows scanning of features in all angular positions. <p> Master reference sphere to be include for calibration. <p> Computer and software requiremnts; Must include a dedicated computer and monitor with inspection software that can convert IGES files to SAT. Software to include software licenses and support for at least one year. <p> A delivery requirement of 30 days or less is anticipated for any order issued. <p> This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. <p> The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. <p> FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. Submission of Invoices (ARC 52.232-90) (JUN 2008) (Modified JAN 2012); 52.247-34 F.o.b. Destination. (NOV 1991); 1852.215-84 Ombudsman. (NOV 2011); 1852.237-73 Release of Sensitive Information. (JUN 2005). <p> Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 9/12/2013, 2:00 PM Pacific Time. Telephone questions will not be accepted. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). <p> Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, delivery schedule, and past performance. <p> Offers for the items described above are due by email at 3:00 PM Pacific Time, Wednesday September 19, 2013 to Khang Nguyen: Khang.Nguyen@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
