- NOTICE OF INTENT TO AWARD A SOLE SOURCE The Naval Research Laboratory (NRL) intends to award a Sole Source contract to Colorado Power Electronics, Inc. to furnish: Five Collector Traveling Wave Tube (TWT) Test Station with Two Anodes, 7 Kilowatts Average DC Power, 24Kv Max Ek Quantity: 1 each Item Number: TTS7K5-24KV-NV ************************************************************************** JUSTIFICATION A TWT modulator tester is required to deliver DC or pulsed power with a wide range of pulse parameters to power the myriad vacuum electronic amplifiers being developed and tested by the NRL. The modulator must have outputs for two anode circuits and five collector circuits in addition to the cathode, heater, and grid modulator high-voltage circuits. The modulator must achieve established performance specifications. Furthermore, this modulator must be identical in form and function to an existing modulator currently utilized at the NRL for complete interchangeability. To satisfy the NRL's operational requirements of research continuity, full replication of previous test data, and control and diagnostic standardization, the new modulator must be completely interchangeable with the existing one. Furthermore, the new modulator must accept a specially designed dual-tube circuit card that is currently being utilized with the first system, which will allow the NRL to operate two TWT's simultaneously with either modulator by itself. The hardware design, specialized control and diagnostic software, and the ability to utilize the existing dual-TWT circuit card are proprietary to Colorado Power Electronics. The fundamental impediment to competition for this requirement is the mission requirement to duplicate an existing piece of specialized, proprietary hardware. For future procurements of similar items, the requirement for complete duplication will be carefully reviewed and eliminated when possible, thereby allowing a a competitive procurement. *********************************************************************** The North American Industry Classification System (NAICS) code for this requirement is 334513 with the size standard of 500 employees. This purchase will be made under Simplified Acquisition Procedures (FAR) Part 13 and Other than Full and Open Competition as authorized by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotes or offers received in response to this notice. Vendors who feel that they can provide the above requirement may submit a quotation and technical capabilities, which if received within fifteen (15) calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. The intent of this notice is for informational purposes only. No reimbursement for any cost connected with providing capability information will be provided.
