SCA Wage Determination Past Performance Contractor Data Sheet List of equipment Work to be performed This is a combined synopsis/solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO. The RFQ number is N00244-13-T-0163. The applicable NAICS Code for this requirement is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) repair and maintenance the threshold established by the Small Business Administration is $7M in annual revenues or less. This Procurement is issued as a Total Small Business Set-Aside 100%. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 11. It's the responsibility of the contractor to be familiar to with the applicable clauses and provisions. The agency need of the following services: INDUSTRIAL SIZE WASH AND DRYER MAINTENANCE/REPAIR SERVICES ITEM NUMBER 0001-Preventive Maintenance/FFP ITEM NUMBER 0002-Repair Services- Emergency/T&M ITEM NUMBER 0003-Parts Material for Repairs/FFP ITEM NUMBER 1001-Preventive Maintenance/FFP ITEM NUMBER 1002-Repair Services- Emergency/T&M ITEM NUMBER 1003-Parts Material for Repairs/FFP ITEM NUMBER 2001-Preventive Maintenance/FFP ITEM NUMBER 2002-Repair Services- Emergency/T&M ITEM NUMBER 2003-Parts Material for Repairs/FFP The require Period of Performance (POP) begins October 1, 2013 through September 31, 2014; Option 1 POP October 1, 2014 through September 31, 2015; Option 2 POP October 1, 2015 through September 31, 2016 Attached to this solicitation is the Statement of Work and a List of Equipment addressing the equipments current condition(s). This requirement is for preventive maintenance and repair services for industrial size laundry equipment located at NAS Miramar BRIG. The contractor will be responsible for providing bi-monthly routine preventive maintenance and laundry equipment repair services as needed. These services are required for one year base period followed by two one year options periods (if exercised). All responsible Offerors are to submit information regarding the total proposed annual preventive maintenance cost, hourly rate(s) for repair services estimated number of hours is 96, travel rate fees (if applicable)/per site visit fee (if applicable), and total estimated material cost for repair parts. The contract type considered for this requirement will be a hybrid with time and material (T&M) and Firm Fixed Price (FFP) CLINS. The T&M portion consists of hourly labor rates, travel costs, parts for laundry equipment repairs. The Preventive Maintenance portion will be awarded firm fixed price as routine maintenance can be scheduled for maintenance. Lack of registration in the SAMS database will make an offeror ineligible for award. The Government plans to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) TECHNICAL CAPABILITY TO MEET THE REQUIREMENT (ii) PAST PERFORMANCE (iii) PRICE Offerors' proposals will be evaluated first under Factor (i) above, which represents MINIMUM acceptable criteria. Under this factor, services offered will be determined to be either technically acceptable or unacceptable. Failure to meet the minimum criteria for this factor will render the offer to be technically unacceptable and to not be considered for award. See paragraph (b) below. Factor (ii), PAST PERFORMANCE, is more important than Factor (iii), PRICE. Although cost is not as important as past performance, it should not be ignored. The degree of its importance will increase with the degree of equality of proposals in relation to past performance, or when it is so significantly high as to diminish the value of the past performance superiority to the Government. At the discretion of the Contracting Officer, the Government intends to evaluate proposals and award a contract without discussions with offerors. Each initial offer should, therefore contain the Offeror's best terms from both a price and technical standpoint. (b) TECHNICAL CAPABILITY TO MEET THE REQUIREMENT, Factor (i), will be assessed by evaluating technical information submitted in response. Offeror's commercial service/brochures and technical information, submitted shall be used to make a determination of whether or not the offeror meets the technical capability requirements. Offeror's shall provide information that clearly demonstrates experience in performance on similar requirements. Offerors' technical information will be used to determine whether the items or services proposed meet the statement of work included in this solicitation. Items or services offered, as provided in Offerors' technical information, will be evaluated and determined to be either technically acceptable or technically unacceptable. Offers which are determined to be technically unacceptable may not be considered further for award. (c) Offeror's PAST PERFORMANCE information submitted as required will be used to make a determination of whether the offeror has a satisfactory record of past performance. Offerors should, therefore, provide performance history and references to demonstrate satisfactory performance for up to three prior similar contracts performed within the past three years. PAST PERFORMANCE information should be provided on the form provided as an attachment to this solicitation. Information utilized will be obtained from these references as well as any other sources who may have relevant information. Offers which lack relevant past performance history will receive a neutral rating for this factor. Any Offeror's proposal which has no relevant past performance history, while rated neutral, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful proposal when compared to the proposals of other offerors. The Contracting Officer will evaluate Offeror's PAST PERFORMANCE as follows: NEUTRAL: No relevant past performance available for evaluation. Offeror has asserted that it has no relevant directly related or similar past performance experience. Proposal receives no merit or demerit for this factor. OUTSTANDING: No risk anticipated with delivery of quality product, on time, or of any degradation of performance, or lack of customer satisfaction based upon offeror's past performance. SATISFACTORY: Very little risk anticipated with delivery of quality product, on time, or of degradation of performance, or lack of customer satisfaction based upon the offeror's past performance. UNSATISFACTORY: Significant potential risk anticipated with delivery of quality product, on time, and of degradation of performance based upon the offeror's past performance. (d) PRICE OFFER SUBMISSION INSTRUCTIONS All questions concerning this solicitation must be directed via e-mail to juana.perez@navy.mil Proposals/Quotes shall be submitted by e-mail as attachment on or before the solicitation close date and time to juana.perez@navy.mil The offeror shall consist of three parts: (1) Technical Submission (2) Past Performance Questionnaire Data Sheets (3) Price 1. TECHNICAL SUBMISSION Offeror shall provide a narrative detailing demonstrating experience performing industrial size washer and dryer repairs addressing the requirements of the SOW. In addition, contractor may submit commercial service/brochures and technical information that clearly demonstrates experience in performance on similar requirements. 2. PAST PERFORMANCE The submittal of Past Performance shall include information as described in the Questionnaire attacahed The Government will evaluate each offeror's past performance based upon the relevant references submitted under the Past Performance factor. Offerors shall provide past performance that is highly relevant to the scope, complexity, and dollar value of package conveyors refurbishment. Offerors shall provide the Past Performance/Questionnaire Data Sheets on up to three (3) of the firm's most recently completed federal government, state government, municipal government, or commercial contracts (not to exceed three (3) years since completion). Offerors should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the present solicitation. Offerors may submit performance data regarding current contract performance as long as a minimum of one year of performance has been completed as of the closing date of this solicitation. Failure to provide the completed Past Performance/Questionnaire Data Sheets shall be considered certification that the offeror has no relevant past performance and will receive a neutral rating. The Past Performance/Questionnaire Data Sheets shall be completed by a representative of the Government agency or commercial firm for whom the work was performed. Only the Government representative or commercial customer MUST forward the completed Past Performance Data Sheets/Questionnaire to the Contracting Specialist no later than the closing of the solicitation by e-mail. It shall be the offeror's responsibility to ensure receipt by the Contracting Specialist of the completed Past Performance/Questionnaire Data Sheets. The Government's assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror's performance on a list of contracts, but rather the product of subjective judgment of the Government after it considers all available, relevant, and recent information. 3. PRICE The offeror shall submit one signed copy of the solicitation priced and applicable copies of any amendments. Signed copies shall documents shall be submitted via electronic mail. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). SITE VISIT: A Site visit will be held on Wednesday, September 11, 2013 from 9:00 to 10:00 AM (PST). Attendance to the site visit is not mandatory but is highly recommended. Reporting location will be at the NAS Miramar BRIG. Further instructions will be provided the day before the site visit to contractors that have scheduled an appointment to attend.
