Description
Statment of Work and Standard Form 1499 The Federal Bureau of Prisons, Federal Correctional Complex (FCC) Petersburg located at 1060 River Road in Hopewell, Virginia intends to issue solicitation number RFQP01141300032, for requirement of Air Permit Recordkeeping and Reporting to the Virginia Department of Environmental Quality (VDEQ). The solicitation will be posted on the Federal Business Opportunities website: https://www.fbo.gov on or about September 5, 2013. This site provides all downloading instructions on how to obtain a copy of the solicitation. Hard copies of the solicitation will not be available. Faith-Based organizations have the right to submit quotes equally with other organizations for contracts in which they are eligible. All future information about this acquisition, including solicitation amendments, will also be distributed solely through the referenced website. The order will be place by the Facilities Department. Please provide a quote for consulting services-recording and reporting assistance for FCC Petersburg’s Title V Air Permit with the Virginia Department of Environmental Quality (VDEQ). We are using a 12 month rolling average for permitted pollutants. We are tracking fuel use and solvent containing products such as inks to demonstrate compliance with emission caps set for the facility. The scope of work will include two parts: The initial setup and annual maintenance. The initial setup will include a site visit to review existing recordkeeping methods and facility operations. Once the site visit is completed, the contractor will implement any recordkeeping changes and update the existing database or create a new database Prepared and submitted to the VDEQ annual emissions report.The second part of this project is to maintain the records and file reports as in the air permit. FCC Petersburg will provide the monthly data to update the database. Prepare and submit the bi-monthly wood/bark fuel report, semi-annual fuel report and annual emission report. FCC Petersburg intends to issue a base year plus four option year firm fixed price contract to the vendor that provides the best value and best cost to the Federal Government. You are required to provide a quote for each year of service and documentation demonstrating your company’s experience. All future information about this solicitation is unrestricted and all responsible business sources are encouraged to submit a quote for consideration. Interested parties are responsible for monitoring Federal Business Opportunities website: https://www.fbo.gov to ensure they have the most up to date information about this solicitation. The anticipated date for receipt of quotes is September 27, 2013, 3:00p.m (Eastern Standard Time). The Government reserves the right to decide how payment will be made using either Electronic Funds Transfer (EFT) each offered is required per 52.212-3, to complete their presentations and certifications via the on-line Presentation in the System for Award Management (SAM) All potential offers must be registered in the System for Award Management (SAM) database at https://www.sam.gov formally Central Contractor Registry (CCR).
