- The Fleet Logistics Center (FLC) Norfolk Contracting, Philadelphia Office, intends to procure non-personal services for Information Assurance Administrative Support services for the Naval Education Training Center (NETC), Center for Information Dominance (CID) at the Navy and Marine Corps Intelligence Training Center (NMITC) at Dam Neck, VA. The services include IA administrative support services to assist the NMITC N6 Information Assurance Manager and Director of the NMITC Information Technology Directorate in the performance of daily operations and systems related data reporting to Center for Information Dominance (CID). Solicitation will provide information regarding requisite security clearance and certifications. This solicitation is anticipated to result in a firm fixed-price award. The request for quotes (RFQ) shall require the submission of a technical quote as well as a price quote. It is anticipated that this requirement will be procured pursuant to FAR Subpart 13.5-Test Procedures for Certain Commercial Items. The resultant contract shall consist of a 12-month base period and two 6-month option periods, for a total of 24 months. The basic period of performance under the resultant contract is expected to begin 26 September 2013. This will be a performance-based contract, and specific performance metrics will be provided within the solicitation. The Government intends to award a single Firm Fixed-Price contract to the eligible, responsible quoter whose quote represents the best value, considering price and technical factors. The specific evaluation criteria will be outlined in the solicitation. The full solicitation (Number N00189-13-Q-Z189) will be made available on the Government Point of entry (GPE), FedBizOpps (FBO) website at http://www.fedbizopps.gov, on or about 05 September 2013. Paper copies will not be available. The solicitation will indicate the closing date. This requirement is set aside 100% for small business concerns who qualify under NAICS Code is 561110 with a size standard is $7,000,000.00.
