- Thursday, September 5, 2013 additional Q&A's Q: In the past for redacted copies of a Technical report there has been a code of some sort that is inserted for company names and other names in the proposal. Can you tell me what the instructions are. A: The Government does not require a special code in place of the contractors name for the redacted copy of the Management Approach. Q: Also, My other question is how to submit the proposal. Do we e-mail the proposal to you in pdf format or is there another way to submit the proposal to you. Thank you. A: Proposals must be submitted in accordance with the instructions set forth via Amendment 2 of the solicitation. Those instructions can found starting on page 44 of the document titled Section C & E-Amendment 2. Offerors shall submit their proposals electronically through the DHS Electronic Proposal Submission Portal only. The URL for the DHS Electronic Proposal Submission Portal is: http://www.dhs.gov/dhs-electronic-proposal-submission-portal The DHS Electronic Proposal Submission Portal URL will provide direct access to FedBizOpps (FBO). Offerors shall follow FBO submission instructions once the FBO website is accessed. Proposals submitted electronically will be considered late unless the offeror completes the entire transmission of the proposal before the closing date and time for receipt of proposals under this solicitation. Failure to submit proposals electronically via FBO or in a timely fashion will render the proposal non-conforming and ineligible for further award consideration.
