- This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-13-T-0052 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. This requirement is being advertised as a Total Small Business Set Aside; the North American Industry Classification System (NAICS) Code 541511 with a Size Standard of $25.5M. The United States Property and Fiscal Office for Mississippi-Contracting Office, Jackson, MS intends to issue a purchase order for the following requirements: REQUIREMENT- CLIN 0001 - 1 EACH - CUSTOM DATABASE DEVELOPMENT FOR USE IN MANAGING COUNTERDRUG OPERATIONS, CLASS REGISTRATION PROCESSES AND STUDENT INFORMATION. CLIN 0002 - BASE YEAR - 12 MONTHS - HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE - POP 20 SEP 2013-19 SEP 2013. CLIN 0003 - OPTION 1 - 12 MONTHS - HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE. CLIN 0004 - OPTION 2 - 12 MONTHS - HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE. CLIN 0005 - OPTION 3 - 12 MONTHS - HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE. CLIN 0006 - OPTION 4 - 12 MONTHS - HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE. The Government will award a contract resulting from this RFP/solicitation to the responsible offeror whose offer conforming to the RFP/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1)Technical: Technical proposal evaluation will consider such things as compliance with statement of work (SOW) requirements, technical excellence, management capability, personnel qualifications, and prior experience. 2) Price 3) Past Performance: Past Performance will be evaluated how the organization has performed on similar efforts in size and scope in the past. Offerors must submit past performance history for all jobs of a similar nature performed in the past three (3) years. The Government will award a Firm Fixed Price Contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical when combined, with price are equal in importance.. This solicitation is prepared IAW FAR Subpart 12.6 as supplemented with additional information included in this notice. The following clauses apply: FAR 52-212-1, Instructions to Offerors (FEB 2012); FAR 52.212-2, Evaluation-Commercial Items (Jan 1999) applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on technical capability and price, when combined are approximately equal.
