- Other than Full and Open Justification - FA8307-13-Q-0197 (Redacted) Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Air Force Life Cycle Management Center, Cyber and Netcentric Directorate, Cryptologic and Cyber Systems Division (CCSD), Contracting Division (AFLCMC/HNCKI) intends to award a Firm Fixed Price contract utilizing Simplified Acquisition Procedures for the purchased ASC SIGNAL CORPORATION Equipment. The following item(s) are required: Indoor Antenna Controller - Antenna Motorization w/Touch Panel Controller, Includes Rack Includes: Indoor Rack Mount Controller (3RU), Power Supply LCD Touch Panel&: Keyboard, AC Input Power (120-250 VAC ® 1A), and Fiber Optic ST Type Connector Rear Interface, P/N: NGC-IDU, QTY: 1 (Ea), Required Options for Indoor Antenna Controller: (Spectrum Analyzer Card-Analog, P/N: NGC-002, 1 (Ea); DVB Receiver Card, P/N: NGC-003, 1 (Ea); Full Tracking Capability, P/N: NGC -104, 1 (Ea); and Acquisition Assist, P/N: NGC-105 1 (Ea)); Belt, Drive, Polarization, P/ N: 7562036, QTY: 3 (Ea) and Controller, Motor, AC to DC, BI-DIR, P/N: 7580932, QTY: 1 (Ea). AFLCMC/HNCKI intends to award to the Sole Distributor/ Manufacture of the equipment, ASC SIGNAL CORPORATION, Inc., CAGE: 4ZTA9. The Indoor Antenna Controller - Antenna Motorization w/Touch Panel Controller was developed by and owned by ASC SIGNAL CORPORATION. ASC SIGNAL CORPORATION is the only known source that meets the government's requirement as they have proprietary rights for the distribution of the required items. As a result, no other vendors can provide the required items. Refurbished or Surplus items are not acceptable. This requirement has been Set-Aside for Small Business. The Government intends to award in the September 2013 time-frame. No technical data/drawings/technical orders are available. If a firm is capable of providing these exact items, please contact the Contracting Officer within three days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. The following provisions and clauses apply to this acquisition: FAR 52.211-6, Brand Name or Equal; FAR 52-212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a) of the provision are as follows: The significant evaluation factors, in the relative order of importance are: 1) Price and 2) Proposed delivery times. Evaluation factors are approximately equal. 52.212-3, Offeror Representations and Certifications-Commercial Item; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Proposals are due no later than10 September 2013 by 9:00 a.m. CST.
