- Description
- Naval Air Systems Command (NAVAIR) intends to negotiate and award a twelve (12) month base plus one (1) twelve (12) month option year contract to the Lockheed Martin Maritime Systems and Sensors (LMMS2), Liverpool, NY for AN/APS-145 radar system engineering and ILS services including Systems Engineering (SE) support for engineering investigations; Engineering Change Proposal (ECP) development; engineering and technical support; obsolescence program support; laboratory simulations; modification improvement and enhancement hardware; hardware and firmware/software engineering, and development, integration, validation, verification and testing associated with the AN/APS-145 Radar system. This contract will be in support of the U.S. Navy and Foreign Military Sales (FMS) countries E- 2C aircraft. LMMS2 is the sole designer, developer, systems integrator, and OEM of the APS-145 radar system, and as such is the only source with the requisite knowledge, experience, and technical data necessary to provide the required supplies and/or services. Accordingly, LMMS2 is the only known qualified, responsible source that can fulfill the requirements specified herein. The proposed contract is for the supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source', and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. All responses received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these proposed contracts based upon responses to this notice is solely within the discretion of the Government.
