Description
*Site visit is required to submit a quote* Site Visit will occur On Tuesday, 10 September, 2013 at 0800 at Seymour Johnson AFB. This is a combined Synopsis/Solicitation for a new Security Surveillance System. STATEMENT OF WORK FOR Security Camera and Remote Access to Bldg 4606 (RAPCON) 1. Requirement: Provide Security/Surveillance Cameras and Remote Door Access to new Bldg 4606. 2. Proposed Solution - The proposal will include installation of 2 Surveillance/Security Cameras. Install remote access, device wth control from inside the RAPCON, to unlock doors at 2 locations, one at a time, from one location on the second floor of Bldg 4606. Person viewing security footage will have access to open and close of doors. Two (2) magnetic card readers, one inside and one outside, will be placed on each door and will include fifty (50) magnetic access cards. Doors will include time locks. This will be a closed system, not connected to current Vicads system. 3. Base Civil Engineering Work Clearance Request - Obtain a Base Civil Engineering Work Clearance Request, AF Form 103, prior to any trenching or digging. Provide proposed cable route with request to 4 Communications Squadron Base Architecture to obtain AF Form 103. Trenching, excavation, confined spaces entry, confined spaces atmospheric testing/forced air ventilation, and marking and barricading of open trenches is to be performed IAW OSHA standards and any local procedures. 4. Buried Cable Installation N/A 5. Installation and Services - Each job includes activation of the channel path, adjustments for the transmission characteristics, and network build-out balancing. Includes cross-connects and patch cable assembly (ies) of existing service or new service. The entire path shall be tested end-to-end consistent with the type of channel medium. Includes assisting the customer with initial operational setup of new phone instruments. Data administration shall include required programming to establish initial connectivity. All test results of copper and fiber optic cable shall be provided to the Government. Video feed from cameras will be viewable from 17 inch or 19 inch monitors. Camera positioning will allow frontal recognition to personell watching security footage inside RAPCON. 5. a. - Premise wiring - All inside premise wiring will be plenum grade unless otherwise specified by the customer. The entire path shall be tested end-to-end. 6. Distribution System Design. The cable distribution system shall be designed to be "fixed count" (dedicated). Bridge taps and other multiple connections shall not be utilized. 7. Inside Conduit and Duct Installation - Contact base environmental and civil engineering, through 4CS/SCXA, prior to building penetrations and inside building installation to determine potential problems with cable/equipment installation. Pull boxes will be provided where conduit runs exceed 100 feet or where required to facilitate cable installation. Between any two-pull boxes no more than two 90-degree bends will occur with the sum of all bends not exceeding 270 degrees. Pull boxes will be provided for conduit runs at points where cable or wiring is distributed to other locations. Size the conduit/duct connecting distribution centers. 8. Surface Restoration - The contractor shall be responsible for surface restoration. Restoration includes back filling, soil compacting, reseeding, repaving, or any other necessary material and services required to restore surfaces to their original condition. Perform follow-up surface restoration if location is not up to its original condition within 30 days due to surface settling, lack of turf germination, or seeding. 9. Period of Performance; All work shall be accomplished 30 days. 10. As Builts - The contractor shall provide Government with "as built" drawings of the cable route within 60 days of job completion to include cable pair and count.
