Description
Preliminary letter/Plans and Project Description have been posted for WY PRA GRTE 10(12), Outside Highway Craighead Hill to Cunningham Cabin. This project will be one of the projects used for the price evaluation portion of this solicitation and will be advertised when the project may not be visable. See: https://www.fbo.gov/spg/DOT/FHWA/WFL/DTFH70-13-R-00002/listing.html Posted 9/5/13 by all ******* The primary objective of this solicitation is to issue a new round of Multiple Award Task Order Contracts (MATOC) covering a 5-year period for Highway/Bridge/Road projects in Yellowstone National Park, Grand Teton National Park, and projects in the surrounding area (within approximately 100 air-miles of any Yellowstone or Grand Teton Park boundary). We plan to award between 4 and 11 Indefinite Delivery, Indefinite Quantity (IDIQ) construction contracts; at least one will be reserved for Small Business concerns. THIS SOLICITATION IS OFFERED FOR FULL AND OPEN COMPETITION ON AN UNRESTRICTED BASIS The combined maximum quantity to be ordered over the life of the contracts is $150,000,000. The minimum amount guaranteed over the life of each MATOC contract is $25,000. As requirements develop and funding becomes available, projects will be issued to MATOC contracts holders. Projects will vary in size, ranging from approximately $150,000 to $35,000,000. At the Contracting Officer's discretion, projects under $150,000 may be awarded. The source selection process will utilize the Lowest Price Technically Acceptable Source Selection process and occur in 2 phases. Phase I will consist of issuing the solicitation documents in which offerors will be required to submit information on firms' experience, bonding capacity and past performance. All Offerors found to be Technically Acceptable in Phase I will move forward to the pricing phase, Phase II. Offerors will be provided a project to review and estimate, then submit their price proposal. Firms with the lowest evaluated acceptable prices that were determined Technically Acceptable in Phase I will be awarded a MATOC contract. Some of the upcoming projects that will be included in this MATOC will be advertised during a period when viewing may not be possible due to snow, including the project(s) for the pricing phase. Preliminary plans and information will be posted by September 10, 2013 so prospective Offerors can view the projects during fall as conditions permit. This may be the only chance to view the projects prior to submitting your proposal. We will be updating this notice as preliminary information is posted. Registering at WATCH THIS OPPORTUNITY box insures notification when solicitation documents are posted. This paragraph announces possible financing available to small businesses. The three types of businesses that are eligible to receive a loan through this program are: (1) Firms that have received DBE certification from a state or local transportation agency; (2) Eligible small business firms; and (3) Firms that have received a disability rating by the Veteran's Administration and have certified themselves as a SDVOSB. Start-up businesses are not eligible to receive a STLP line of credit and should contact the SBA for information about other possible forms of financial assistance. (NOTE - This paragraph does not reserve this solicitation for these types of business): The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
