Description
Contract Security Classification Specification, DD Form 254 Qualification and Fielding Tasks for HCSM AFLCMC/EBAK, Eglin AFB FL is conducting market research to procure a third lot of approximately 200 to 450 High Speed Anti-radiation Missile (HARM) control section modifications (HCSM) units, WCU-33/B. When assembled with the other components of the HARM missile, these modified control sections convert the AGM-88C to an AGM-88F with precision navigation capabilities and improved weapon effectiveness. The Government currently purchases the WCU-33/B from Raytheon Company and does not own a technical data package for the WCU-33/B and therefore cannot provide this data to interested parties. The HCSM units that the Government procures must meet the following requirements: 1. Weapon System Specification (WSS) for the High-Speed Anti-Radiation Missile (HARM) AGM-88F, Rev C, 10 April 2013 (SECRET) 2. Missile System (MS) Prime Item Development Specification (PIDS) for the High-Speed Anti-Radiation Missile (HARM) AGM-88F, Rev C, 10 April 2013 (CONFIDENTIAL) 3. AS-5108; Rev C, 10 August 2001 (CONFIDENTIAL) and ECP Number 26146, 15 July 2013 (UNCLASSIFIED) 4. AS-5186; Rev C, 8 April 2003 (UNCLASSIFIED) and RFCs RFC-ACC-004, RFC-ACC-005, RFC-ACC-006, RFC-ACC-007, RFC-ACC-008, RFC-ACC-009, RFC-ACC-010, RFC-ACC-011, RFC-ACC-012, RFC-ACC-013, RFC-ACC-016 and RFC-ACC-022 (All are UNCLASSIFIED) 5. Interface and functionality with F-16 Block 50/52 aircraft and F-16 operational flight program version M6.2+, flight test release #2, 29 May 2013, or the most current release, without modification 6. Utilize existing Field Level Support Equipment without modification, to include F-16 support equipment and the Guided Missile-Launcher Test Set (GM-LTS) 7. Compatibility with the Type 3 Aircraft Launcher Interface Computer, LAU-118 launcher, and telemetry unit RT-1198B/B, without modification 8. Delivery of the first modified control sections are anticipated to begin approximately 12 months after contract award. The Government anticipates contract award not later than (NLT) July 2014. The offeror must deliver HCSM units at a rate that ensures the entire quantity for the lot is delivered within 12 months after the first unit is delivered. The contract may contain priced options, for an additional US Government lot, a foreign government lot, or both. Offerors will be required to price a 1-year, 5-year and 10-year warranty for material and labor. The Air Force has no development funds for this acquisition, only production funds. Therefore, contractors offering a HCSM unit that has not already been qualified and fielded by the Air Force will have the costs to accomplish the qualification and fielding tasks included and evaluated as part of their proposed prices. These costs are currently estimated not to exceed $5,425,000.00. The Air Force will allow time for an offeror to accomplish these efforts if awarded a contract. Potential offerors who have a candidate HARM control section that can meet the requirements outlined above are invited to submit a Statement of Capability (SOC). The SOC shall include the following information: (1) A description of how you would modify the existing AGM-88C control section hardware and software including a list of major components, subassemblies, circuit card assemblies, and software changes. (2) A manufacturing and factory test plan describing how you would produce and deliver up to 450 modified control sections. (3) A list of Government Furnished Property and Information requirements you would need to support your production effort. (4) A description of how you would accomplish F-16 integration testing and, if required, F-16 captive flight testing. (5) A description of how you would ensure your modified control section would be compatible and function safely with the new Air Force telemetry unit, RT-1198B/B. (6) Attach the completed worksheet indicating which tasks, if any, you believe will need to be accomplished for your control section for qualification and fielding (this worksheet will not be counted as part of the page limitation for the SOC). Firms responding to this synopsis should also state whether or not they are a small, small disadvantaged, 8(a), HUBzone certified, woman-owned, service-disabled veteran owned, veteran owned or a minority-owned concern as defined in Federal Acquisition Regulation (FAR) 52.219-1. The Government will determine whether this acquisition shall be full and open competition, a limited competition, or sole source procurement based on responses to this synopsis and other market research. Offers shall limit the SOC to 25 pages, including attachments. The appropriate North American Industry Classification System (NAICS) code for this proposed acquisition is 336419, Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing, with a size standard of 1,000 employees. This synopsis is for planning purposes only and shall not be considered as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SYNOPSIS OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this synopsis or the Government's use of such information. The Government reserves the right to reject, in whole or part, any contractor's input resulting from this synopsis. This synopsis does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Funds have been authorized, appropriated, and received for this contemplated effort. The information you provide will be utilized by the Air Force in developing its acquisition strategy. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. Any subsequent actions resulting from the evaluation of the information provided because of this synopsis may be synopsized at a future date. If synopsized, information detailing the specific requirements of this procurement(s) will be included. An Ombudsman has been appointed to address concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning the acquisition should not be addressed to the Ombudsman, but rather the POC identified below.
