- DESCRIPTION OF INTENT: THIS IS A REQUEST FOR INFORMATION (RFI), A MARKET SURVEY REQUEST IN SUPPORT OF THE FOLLOWING SURVEY. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking Offerors to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-up information requests. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. TOPIC: The Center for Army Analysis (CAA) and Army Contracting Command-Warren (ACC-WRN) are conducting a market survey to identify small businesses capable of providing Modeling and Simulation (M&S) Support services which include geospatial analysis and technical database support, staff level research to identifying emerging policy, technical, and resourcing issues surrounding the reuse of synthetic natural environment focusing on the M&S terrain generation process and providing comprehensive solutions to those issues and utilization of M&S tools, services, standards to identify M&S capability gaps in support of war-fighter priorities and filling those gaps with cost effective solutions that are reusable throughout the M&S community; provide Simulation School Support services which include instructor, school house, and personnel proponent support to educate and train career fields Functional Area (FA) 57 officers and Career Program (CP) 36 civilians. Critical tasks include the teaching of five Simulation Operation Courses annually to qualify a minimum of 125 FA57 officers and CP36 civilians in this career field; updating and revising courseware material in a fast and constantly evolving environment; perform career lifecycle management functions for FA57 officers and CP36 civilian careerists; and operate a highly technical and complex computer simulations Synthetic Training Environment in accordance with the DoD Information Assurance Certification and Accreditation Process (DIACAP) procedures. It is critical to identify a wide variety of small businesses in the modeling and simulation training area and their capabilities in order to successfully compete this acquisition. Provide demonstrated experience in the analysis, planning, designing, evaluating, selecting, and upgrading of Army Battle Command Systems (ABCS) and simulation systems networks, software, and hardware systems. b. Provide demonstrated experience in Knowledge Management (KM) processes and procedures. c. Provide demonstrated experience of Information Technology (IT) technicians as members of the Information Assurance Work Force (IAWF) as defined in DODI 8570.01-M, Information Assurance Workforce Improvement Program who meet all minimum training and certification requirements and possess either the Certified Information Systems Security Professional (CISSP) or the Certified Information Security Manager (CISM) certification. d. Provide demonstrated experience in the planning, developing, and preparing of information systems for the Department of Defense (DOD) Information Assurance Certification and Accreditation Process (DIACAP) followed by implementation of the accredited DIACAP plan. e. Provide demonstrated experience in the operation of a Mission Command Training Center or other simulation training center environment. f. Provide demonstrated experience in the development of modeling and simulation online courses, updating/revising current online courses in the Saba Learning Management Systems publishing tools - Sharable Content Object Reference Model (SCORM) standards. g. Provide demonstrated experience in having online courses hosted on-line by the Army Learning Management System (ALMS). h. Provide demonstrated experience of course development; course preparation to include program of instruction (POI), lesson plans, course material preparation, instruction presentation, test and test control, course feedback and after-action reviews (AAR); course instruction and methodologies in accordance with the Analysis, Design, Development, implementation, and Evaluation (ADDIE) process for intermediate and advanced level courses. GENERAL INFORMATION: The Government appreciates the time and effort taken to respond to this survey. The Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as quote mark CONFIDENTIAL quote mark under this statute. Pursuant to this statute, the Government is willing to accept any trade secret or confidential restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data as trade secret or confidential with the restrictive legend (all caps) quote mark CONFIDENTIAL quote mark with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly trade secret or confidential (over breadth in marking inappropriate data as quote mark CONFIDENTIAL quote mark may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Confidential data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain any restrictive legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for portions only of an electronic file, use the restrictive legends quote mark CONFIDENTIAL DATA BEGINS quote mark and quote mark CONFIDENTIAL PORTION ENDS. quote mark 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the government will also reproduce the asserted restriction legend and any explanatory text. 6. The Government sometimes uses support contractors in evaluating responses. Consequently, responses that contain confidential information may receive only limited or no consideration since the Respondent's marking of data as quote mark CONFIDENTIAL quote mark will preclude disclosure of same outside the Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort.
