- MARKET SURVEY TO CONSTRUCT P130 MECHANICAL AND ELECTRICAL IMPROVEMENTS, NAVAL SUPPORT ACTIVITY BETHESDA, BETHESDA, MARYLAND The Naval Facilities Engineering Command, Washington, DC, is seeking eligible small businesses capable of performing design build services to construct the Mechanical and Electrical Improvements, at Naval Support Activity Bethesda, Bethesda, Maryland. This is a Design Build project; the design-build budget amount is $39,300,000.00. All small businesses including Service-Disabled Veteran-Owned Small Businesses, Certified HUBZone Small Businesses, Certified 8(a) Small Disadvantaged Businesses, Women Owned Small Businesses and Economically Disadvantaged Women Owned Small Businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The appropriate NAICS Code is 237130. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Project Description: Mechanical and Electrical Improvements, P-130: The purpose of this project is to construct utility and infrastructure to support the new Medical Center Addition / Alteration (MCAA, P114) at NSA Bethesda. The work includes utilities relocation and upgrade. Utilities and services for relocation include but not limited to: steam, condensate return, chilled water, potable water, sanitary sewer, storm sewer, natural gas, electric, telephone, security, fire alarm, and pneumatic tube systems. Provide flexibility to meet all electric generator critical power requirements for the capacity of the new facility, MCAA. Additional work may include replacement of deteriorated condensate return and water lines, and construction of backup water supply storage in support of the new Medical Center Addition/Alteration if project funding can support. Supporting facilities include utilities, site improvements, parking, signage and environmental protection measures. This project will provide ATFP features and comply with ATFP regulations and physical security mitigation in accordance with Department of Defense (DoD) Minimum Anti-Terrorism Standards for Buildings. Sustainable design principles will be included in the design and construction of the project accordance with Executive Order 13123 and other laws and Executive Orders. Facilities will comply with the Energy Policy Act of 2005. Low Impact Development (LID) will be included in the design and construction of this project as appropriate. It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 12 pages in length, singled-spaced, 12 point font minimum) demonstrating ability to perform the requested services. This documentation shall address, at a minimum, the following: (1) Relevant Experience of the Prime Contractor, no less than three (3) projects, to include experience within the last five years in performing efforts of similar size and scope that involve: • Construction, relocation and upgrade of any of the following utilities: Steam, condensate return, chilled water, potable water, sanitary sewer, storm sewer, natural gas, electrical, telephone, data, security, fire alarm, and pneumatic tube systems. • Replacement of deteriorated condensate return and water lines. • Construction of backup water supply systems, • Construction of supporting facilities • Site improvements, parking, signage and environmental protection measures. Submissions need to include the contract number, indication of whether a prime or subcontractor, contract value, square footage, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company profile to include number of employees, office location(s), DUNS number, Cage Code, and statement regarding small business designation and status. (3) Statement regarding Bonding Capabilities. Provide single project and aggregate capabilities.
