Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued in accordance with FAR Part 12 and evaluated in accordance with FAR Part 13. The Southern Regional Contracting Office (SRCO), Fort Hood, Texas, has a requirement for service maintenance (for Base plus two option years) to include parts, labor on the FRESENIUS KABI blood processing units located in the Robertson Blood Bank Center within C. R. Darnall Army Medical Center, Fort Hood, Texas. The Solicitation will be issued unrestricted. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number for this requirement is W81K00-13-T-0329. The solicitation is issued as a request for quotes (RFQ). This acquisition is subject to the availability of FY14 appropriations. The requirements consist of the following: A list of contract line items number(s) (CLINS) and items, quantities and units of measure, including options CLINS is available on the attachment entitled quote mark Pricing Schedule quote mark. A copy of the Performance Work Statement (PWS) is available on the attachment entitled quote mark PWS quote mark. Base Year beginning 01 Oct 13 to 30 Sep 14 for Service Maintenance for Fresenius Kabi blood processing units for Carl R. Darnall Army Medical Center, Fort Hood, Texas. Contractor shall provide all necessary trained experienced personnel, labor, tools, diagnostic equipment and software, material, supplies, transportation, parts and equipment, excluding expendable items to perform repair support of the blood processing units. Service shall consist of two preventive maintenance (PM) and unlimited repair calls for the FRESENIUS KABI blood processing units as well as two (2) additional one (1) year options, including Contractor Manpower Reporting Requirements, IAW the attached PWS and Pricing Schedule. Please see attached. SRCO anticipates a FFP contract and intends to make one award for the aggregate of the requirement resulting from this solicitation. The resulting contract will be for one base year with a period of performance beginning 01 Oct 13 through 30 Sep 14, plus 2 one-year option years (01 Oct 14 through 30 Sep 16, respectively). IAW FAR Part 17, all option year pricing associated with FAR Clause 52.217-8 and 52.217-9 will be evaluated at the time of award. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the total price for all options to the total price of the basic requirement for evaluation purposes. The evaluation of option pricing shall not obligate the Government to the exercise of the options. This combined synopsis/solicitation incorporates one or more clauses and provisions by reference with the same force and effect as if they were stated in full text. Full text provisions and clauses can be viewed at http://farsite.hill.af.mil. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The following instructions are provided to industry: (a) The Government will award a contract resulting from this solicitation to the responsible Quoters who quote, conforming to the solicitation, is Lowest Priced, Technically Acceptable (LPTA). The following factors will be used to evaluate quotes: Technical acceptability and Price 1.Technical acceptability: Explain your firm's capability, to include any processes currently in place, that will ensure the specifications identified in the attached Performance Work Statement (PWS), are met. Statements that the offeror understands, can or will comply with all specifications, or statements paraphrasing the specifications of parts thereof, or phrases such as quote mark standard procedures will be used quote mark or quote mark well-known techniques will be used quote mark, will be considered insufficient. 2. Price: Firm shall submit your proposed pricing for all contract &/or subcontract line it numbers identified on the attached Pricing Schedule. 3. Past Performance: The Government reserves the right to review all previous & current contracting actions (if applicable) between the Contractor & the Government to measure their ability to perform requirements of this nature. Various means of retrieving past performance to determine a Contractor's ability to perform requirements of this nature include, but are not limited to the Past Performance Information Retrieval System (PPIRS) and the Federal Awardee Performance and Integrity Information System (FAPIIS). FAR Provision 52.212-2 applies to this acquisition. The Government anticipates the award of a FFP contract resulting from the solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical acceptability: Explain your firm's capability, to include any processes currently in place, that will ensure the specifications identified in the attached Performance Work Statement (PWS), are met. To determine technical acceptability the vendors shall be evaluated on the following (below) ratings: - Acceptable Rating - Based on Southern Regional Contracting Office's market research, the proposed quote is sufficient to maintain the government's need in accordance to the Performance Work Statement (PWS). - Unacceptable Rating - Based on Southern Regional Contracting Office's market research, the proposed quote is not sufficient to to maintain the government's need in accordance to the Performance Work Statement (PWS). 2. Price: Please submit your proposed pricing for all contract &/or subcontract line it numbers identified on the attached Pricing Schedule. Technical Acceptability is equal to price. The Government intends to award a contract resulting from this solicitation to the responsible offeror, whose offer, conforming to this solicitation, is the Lowest Priced, Technically Acceptable (LPTA) Offer. 3. Past Performance: The Government reserves the right to review all previous & current contracting actions (if applicable) between the Contractor & the Government; to measure their ability to perform requirements of this nature. The following FAR Clauses are provided in full text: 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor not less than 15 calendar days prior to the contract expiration date.(End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor not less than 15 calendar days prior to contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 calendar days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 42 months.
