Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the solicitation by USAMRAA, Ft Detrick, MD as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The following action is to be competed to fulfill the need of the U.S. Army Research Institute of Environmental Medical (USARIEM) for a Electrodynamic Fatigue Test System configured for animal research studies. There is a Justification and Approval document attached to this solicitation which provides the basis restricting consideration to one particular manufacturer/brand, TestResources, Inc., 701 Canterbury Road S., Shakopee, MN 55379. DESCRIPTION: The following items are requested as part of the Electrodynamic Fatigue Test System: 800LE213 Electrodynamic Test Machine - High Resolution & Accuracy (qty: 1); WF50 Miniature Fatigue Resistant Load Cell (qty: 1); MDVRT 3 mm stroke Microminiature DVRT (qty: 1); 800 Project management services to include an operations manual, system integration, 12 month warranty, software and firmware upgrades, and phone and online support (qty: 1); System on-site services (one day) to include commissioning and user training (qty: 1); G837 Small 4 point Upper bend fixture (qty: 1); G238B Aluminum Bend Fixture Base (qty: 1); G238XFoR0.5 fixed radius lower anvil (qty: 1); GA-WDF-10-32 Adapter for TestResources Bend Fixtures (qty: 1); G23SS025C Stainless Steel Platen/Cup (qty: 2); G227SS Stainless Steel Vise Grip (qty: 2); G227AS Stainless Steel Adapter (qty: 2); J227BPSS Stainless Steel Serrated Pyramid Jaw (qty: 2); J227BWSS Stainless Steel Tissue Test Jaw - Wave (qty: 2). Delivery is FOB Destination. Delivery will be made to Natick, MA 01760-5007. The North American Industry Classification System (NAICS) for this requirement is 334519 and the size standard is 500 employees. MINIMUM ESSENTIAL CHARACTERISTICS: The items listed above specifically meet the minimum essential characteristics as provided by the requiring activity which are as follows: (1) the load frame must be fatigue rated and two column construction (2) the actuator stroke must be at least 3 inches with optional longer strokes available (3) the actuator must be able to test in compression and tension at loads to 675 lb (3 kN) (4) the speed range of the actuator must be adjustable from 30 micron per minute to 250 mm per minute (5) the test setup must be safe and easy (6) the actuator must be all electric and dynamic rated. The actuator technology shall be safe and stable control. The actuator shall be incapable of rapid high speed high acceleration motion faster than the required speed range requirements. The actuator shall not be capable of high speed (100 hz or more). An electrodynamic linear motor is not acceptable (7) the actuator must include dual bearings designed to resist off center loads (8) the actuator position sensor must have 0.1 micron resolution position measurement (9) a fatigue rated load cell rated to full scale load capacity of the machine shall be included (10) the test controller shall include LVDT position control, encoder position control, load control, strain control, and a fifth mode that is user determinable (11) the controller shall provide 24 bit resolution which resolves data 256 times better than a 16 bit controller. Sixteen and 19 bit controllers are not acceptable (12) the Contractor shall provide a concatenated Unique Item Identifier marking for those items identified in the clause 252.211-7003 ITEM IDENTIFICATION AND VALUATION included in this solicitation and resulting contract (all items with a unit price greater than or equal to $5,000). This can be included in the price of the equipment or priced separately or No Additional Charge (NC). Please read the clause in its entirety and clearly understand its intent. You can obtain additional information of what the IUID is at: http://www.acq.osd.mil/dpap/pdi/uid/faq.html (13) The Contractor will be required to input of the accounting for contract services information in the website operated and maintained by the Assistant Secretary of the Army (Manpower and Reserve Affairs) per the local clause listed below (CONTRACTOR MANPOWER REPORTING (CMR) 52.004-4000). This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. EVALUATION CRITERIA: Basis for award will be lowest price technically acceptable. Therefore, the two evaluation factors applicable to this requirement are (1) technical capability of the item offered to meet the Government requirement and (2) price. The government reserves the right to make award on the initial offers received without discussions. APPLICABLE PROVISIONS AND CLAUSES FOR COMMERCIAL ITEMS: The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.204-10, 52.209-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-13, 52.232-33. The following DFARS clauses are incorporated herein by reference: 252.211-7003, 252.203-7000, 252.225-7001, 252.225-7021, 252.225-7036, 252.232-7003, 252.323-7010, 252.246-7000, 252.247-7023 and Alternate III of 252.247-7023.
