Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA8726-13-R-0010 is hereby issued as a sole source, brand name, Request for Proposal (RFP) to Krytar, Inc under the authority of 10 U.S.C. 2304(c) (1); as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The item is required to fabricate satellite communication subsystems. Only the item specified above is authorized for use in the subsystem being fabricated. Failure to use the item specified will result in the failure of CPSD to produce the subsystems required and subsequently failure of the Government to fulfill its mission. The item to be purchased is referenced in engineering drawings owned by National Security Agency. The Air Force has not been granted the approval to publicly release these drawings. The Air Force does not have the authority to authorize substitutes for any to these items. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. This RFP is unrestricted and is advertised under the North American Industry Classification System (NAICS) Code: 334515, with a small business size standard of 500 employees. The Government anticipates a firm-fixed-price award as a result of this solicitation. Request a proposal on the following item and quantity(s): 160 Each, DIR Coupler (P/N: 1820), Estimate cost must include freight and insurance. Award will be made on "all" or "none" basis. This item is required to fabricate satellite communication subsystems. Required delivery shall be on or before 10 week after receipt of award. Place of delivery shall be AFLCMC/HNCBS, 230 Hall Blvd Ste 215, San Antonio, San Antonio TX 78243. The following FAR provisions apply to this acquisition: 52.212-01, Instructions to Offerors--Commercial Items (Jul 2013) [subparagraph (c) is changed to sixty (60) days and subparagraph (e) is deleted and marked as reserved]. The Government reserves the right to evaluate proposals and award a contract without discussions with Offerors. Offers shall be evaluated in accordance with 52.212-02, Evaluation--Commercial Items (Jan 1999) [paragraph (a) is as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance. Technical and past performance, when combined, are approximately equal to cost or price]. Each Offeror shall include a completed copy of the provisions at FAR 52.212-03, Offeror Representations and Certifications--Commercial Items (Aug 2013), with Alternate I (Apr 2011) with their proposal.
