- Draft Specifications for Latrine/Shower units. Description: This sources sought announcement is published for market research purposes only. This market research will be used to help identify business sources in the market. For companies interested in this notice, please ensure responses account for the requested information outlined below. Requirement Description/Overview: • 3 Each, 20' containerized latrine unit, to include delivery, placement and installation. o (See attached DRAFT Specifications Sheet for more details) • 4 Each, 20' containerized shower unit, to include delivery, placement and installation. o (See attached DRAFT Specifications Sheet for more details) Contracting Office Address: HQ USAFE-AFAFRICA/A7K Unit 3050 Box 10 APO AE 09094 The Headquarters United States Air Forces in Europe/Air Forces Africa/A7K, Ramstein Air Base, Germany anticipates to solicit (i.e. tender) in the near future for (3) 20 Foot containerized latrine units and (4) 20 foot containerized shower units. These units will need to be delivered, placed, and installed. Pricing/Payment Information: The anticipated forthcoming solicitation will require companies who wish to tender, to propose prices as "Firm-fixed-Priced"; whereby such proposal pricing will not be subject to adjustment, revision, and/or negotiation during the US Government's evaluation process leading to a subsequent contract award decision. Additionally, the authorized payment procedures by the US Government DOES NOT allow payment to be furnished to the chosen contractor until the appliances have been delivered and subsequently accepted. Additionally, payment under US Government Contracts must be made by means of Electronic Funds Transfer (EFT) whereby companies wishing to quote to the subsequent solicitation must register with certain US Government data-bases SAM (System Acquisition Management) and WAWF (Wide Area Work Flow). Anticipate award in USD. Note that there is not an associated cost for companies to register accounts under the aforementioned databases. Delivery Information: The destination delivery location specified by the attached Specifications sheet is to: Diori Hamani International Airport (NIM) Niamey, Niger Freight-On-Board (FOB) Destination. Accordingly, under FOB Destination delivery procedures, associated costs will not be separated under the resultant solicitation and/or contract award; whereby associated costs by the contractor shall be inclusive of the quoted unit pricing of the vehicles themselves. The contractor will be liable for any damage or costs incurred FOB Destination. This notice is for planning purposes only. Requested Information: The following is requested from interested companies; 1. With reference to the Specifications sheet, please indicate if your company is willing to provide specifications and the intended appliance which will be used for solicitation within scope and complexity of the requirement. If so, please provide the appliance's specifications within the provided Government minimum specification list along with the brand/model of the appliance. Please provide item brochures/promotional material commonly provided to the general public if applicable. NOTE: If your company is able to quote more than one (1) manufacturer or model of appliance that meets the minimum technical specification, please submit accordingly using additional specification sheets as attached. 2. Based upon the attached "DRAFT" Specifications sheet, are there any aspects that are unclear and/or do not allow a clear understanding of the US Government's requirements? 3. Based upon the attached "DRAFT" Specifications sheet attached, are there commercial industry practices that appear to differ greatly than what is being requested by the US Government under the anticipated, forthcoming solicitation/tender? Please account that the Pricing/Payment information above regarding payment cannot be made before the delivery of vehicles (if awarded to your company), and EFT payment processes, are not subject to change 4. Based on the aforementioned, if/when a formal solicitation is tendered by the US Government, would your company be interested in providing a quotation?
