Description
SUBJECT: Request for Information Synopsis to support the Marine Corps Study Systems (MCSS). PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support the Operations Analysis Division (OAD), Analysis Directorate, Marine Corps Combat Development Command (MCCDC), Quantico, VA. The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from all eligible businesses. The qualifying code for this effort is NAICS 541330. As delineated by the National Security Act of 1947 (amended in 1952), Marines are trained, organized, and equipped for offensive amphibious employment and as a "force in readiness." Today, over a half century later, the vision of the Marine Corps remains and the strategies for sustaining this vision encompass the core fundamentals and key elements of the official mission. The Commandant outlined the strategic imperatives, ways, ends, and means in the Marine Corps Vision & Strategy 2025. The Marine Corps is taking the critical steps needed to shape itself for an "increasingly volatile and uncertain future". The MCSS provides key analytic insights for maintaining and developing our nation's "force in readiness." MCSS is governed by Marine Corps Order (MCO) 3902.1D under the auspices of OAD, MCCDC. It has been a program of record since June 1979. MCSS provides independent, objective, and unbiased analysis focused on current, mid and long-range issues that support the overall objectives of the Marine Corps including the Marine Operating Forces, the Joint Capabilities Integration and Development System (JCIDS), and the Expeditionary Force Development System. MCSS responds to technically complex challenges faced by today's Corps. It helps shape the future of the Marine Corps and helps determine future requirements based on hard facts and science. MCSS provides the means and measures through which requirements are turned into capabilities. These efforts are primarily in the form of studies and analyses. The resultant products provide the basis for senior leaders to make informed decisions for today and well into the future. Objectives of this RFI are (1) to identify sources capable of providing a full range of operations research, studies and analyses, modeling and simulation development, and engineering analysis services. This includes but is not limited to conducting studies that relate to the nature, theory, preparation, and conduct of warfighting and (2) technical operations research services in support of the MCSS program and the Marine Corps Vision and Strategy 2025. Studies include but are not limited to the areas of requirements analysis, systems engineering assessments, manpower and training analyses, weapons system analyses, feasibility analyses, concept development, combat modeling and simulation development and analyses, scenario development, cost estimation and cost benefit/effectiveness analyses, intelligence studies, Analysis of Alternatives (AoAs), Joint Capabilities Integration Development System (JCIDS) analyses, business process and improvement support, consulting, documentation, reports, plans, and test and evaluation support. As a rule any study or analytic activity will include several of the areas identified above. Responses to this RFI shall not exceed 15 pages, including cover letter, discussion and contact information. Subject response must contain: (1) A capability statement sufficient to demonstrate the ability to perform the types of required services as well as experience levels with similar support; (2) Links to the respondent's General Services Administration (GSA) schedule, or attached file of same (not included in page count); (3) Citations of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; (4) Identify the number of simultaneous studies could your company perform assuming each study is defined as follows: Assume that a study lasts 10.5 months. Assume the following labor categories and numbers of hours are required to accomplish one (1) study. The study includes several of the areas identified in the above objective paragraph. Include contract number; contract value; brief synopsis of services; point of contact and telephone number; and (6) Any other material relevant to establishing core competencies of the firm. Please identify business size; point of contact; phone number; fax number; e-mail address; taxpayer identification number; DUNS Number; and CAGE Code. Response is due by 2:00 P.M. No solicitation documents exist at this time. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
