- **AMENDMENT TO SOLICITATION DESCRIPTION, 5 SEPTEMBER 2013** A. This amendment provides responses to Industry questions received after 28 August 2013 (see attached A036-AMENDMENT0007). **ORIGINAL SOLICITATION DESCRIPTION BELOW** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W91CRB-13-R-0028 is for the procurement of the Enhanced Night Vision Goggle III (ENVG III) and the Family of Weapon Sights - Individual (FWS-I). This is NOT a commercial item solicitation. The Army Contracting Command Center - Aberdeen Proving Ground (ACC APG) has a requirement for the ENVG III and the FWS-I. The ENVG III is a follow-on contract to previous ENVG procurements (ENVG I, ENVG II). The distinction of ENVG III from previous ENVGs procured to date is the added Rapid Target Acquisition (RTA) technology when used with the FWS-I. The FWS-I will be a weapon mounted long wave infrared sensor used for surveillance and fire control of individual weapons during daylight, darkness, adverse weather and dirty battlefield conditions. When combined with the ENVG III, the FWS-I provides RTA which will wirelessly send weapon imagery (with reticle) spatially aligned with the ENVG III image. The RTA capability will reduce by up to 50 percent the Soldier's time from target detection to effective engagement of the threat target with their host weapon. This acquisition is being competed on a Full and Open competitive basis. The Government intends on awarding up to two Indefinite Delivery/ Indefinite Quantity (ID/IQ) contracts on a Firm-Fixed Priced (FFP) and Cost Plus Fixed Fee (CPFF) basis for a period of five years (FY2014 - FY2018). NOTE: All Attachments, Exhibits and Contract Data Requirements Lists (CDRLs) listed in Section J will not be released via AFSI. All propsective offerors shall make requests for these documents directly to ENVG III / FWS-I SOW to Mr. Andrew Mitchell, andrew.c.mitchell1.civ@mail.mil and send a carbon copy email to the Contracting Officer, Mr. Tyrone Knight, tyrone.m.knight.civ@mail.mil In this request, interested companies must include their company name, Contractor and Government Entity (CAGE) code, business unit, address, and primary point of contact phone number and e-mail.
