- Sole Source Justification - NECSI Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a Sole Source/Firm-Fixed Price contract to the New England Complex Systems Institute, Cambridge, MA. Under the authority of 10 U.S.C.2304(c) (1) and pursuant to FAR 6.302-1(a) (2), the supplies or services needed by the agency are available from only one responsible source, or from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. Even though the intent is to award a sole source contract, all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information. The period of performance/membership is 01OCT2013 to 30SEP2014. The U.S. Naval War College, CNO Strategic Studies Group (CNO-SSG) has a requirement for a ONE YEAR MEMBERSHIP in the New England Complex Systems Institute. NECSI is uniquely qualified to provide cutting edge research, education and analytical support needed by the CNO-SSG as is generates future warfighting concepts. NECSI is an independent educational and research institution dedicated to advancing the understanding of complex systems that have multiple interacting components whose behavior cannot be simply inferred from behavior components. Going beyond theoretical study, NECSI has developed various new concepts and methodologies that are affecting all fields of science and engineering, and are being applied to technology, business and military operations. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This is a combined synopsis/solicitation: Request for Quotation (RFQ) number is N00124-14-T-0010. The clauses and provisions incorporated in this document are those in effect through Federal Acquisition Circular 2005-69 - effective September 3, 2013 and DFARS Parts current to DPN 20130808. This acquisition is being solicited on an unrestricted basis. The NAICS code is 541720 with a small business standard of $19M. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: http://farsite.hill.af.mil. The clause at 52.204-7, Central Contractor Registration, applies to this acquisition. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In addition to this, each quote must contain the name, address and telephone number of the offeror as well as any discount terms that are offered. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each quoter. Any quote or modifications to quotes received after the specified due date for receipt of quotes will not be considered. The Government will award a firm fixed price purchase order resulting from this solicitation. This announcement will close at 4:00PM Eastern Standard Time on September 19, 2013.
