Description
The Environmental Protection Agency (EPA), Research Triangle Park, NC is responsible for procuring, testing, and distributing filters of high purity to the State and Local air pollution control agencies. The agency has a requirement for glass fiber and quartz filters. The quartz filters are used with a Size Selective Sampler (SSI) to collect PM-10 (particulate matter with an aerodynamic diameter less than or equal to a nominal 10 micrometers) samples. The glass fiber filters are used with a Total Suspended Particulate (TSP) sampler. Upon receipt of the filters from the contractor, they undergo an acceptance testing process. This process assures filters with uniform characteristics and known quality assurance testing for the national particulate networks. The filters for a specific year must be made from the same lot of raw materials for distribution. It is important that all filters of the same type from the same delivery contain a uniform level of impurities. Therefore, the contractor shall manufacture all filters for a delivery from the same sheet material using a single production line and one production run. As part of the solicitation requirements, the Government will require offerors to submit 50 glass fiber filters and 50 quartz filters with their proposal. These samples will be tested to ensure the offerors' capabilities to produce acceptable filters. EPA anticipates the award of a sixty (60)-month, fixed price requirements type contract with orders issued on an as-needed basis at any time during any of the five (5) twelve (12)-month ordering periods. NAICS Code No. 334516 applies, with a size standard of 500 employees. This requirement is a follow-on to contract EP-D-08-073 with Whatman, Inc./GE Healthcare which expired May 14, 2013. The solicitation and amendments are available at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via Internet. If you obtain a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Please visit our web page periodically to obtain updated information regarding this procurement. Telephone and fax requests will not be honored. No individual notifications will be provided to offerors by the EPA. All responsible sources may submit a proposal which shall be considered by the Agency. EPA Point of Contact: Otelia Newsome, (919) 541-3164.
