- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR A PURCHASE ORDER WITHOUT PROVIDING FULL AN OPEN COMPETITION (INCLUDING BRAND NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institutes of Mental Health intends to negotiate and award a fixed price purchase order to without providing for full and open competition (Including brand-name) to Qiagen Incorporation, 27220 Turnberry Lane, Valencia, CA 91355 The intended procurement is classified under NAICS code 423450 with a size standard of 100 employees. The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69, August 1, 2013. This acquisition is conducted under the procedures as prescribe in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contract awarded using FAR Part 13 -Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6 - Competition Requirements. Description of Requirement: Gene Expression Analysis Services for protocol 89-M-0006. Qiagen has optimized protocols and successfully measured samples using this system. Background: This project involves characterization of gene expression in a large, rare, cohort of individuals with altered sex chromosome count which has been accrued over the last decade by the NIMH Intramural Research Program Child Psychiatry Branch. We have been previously used Qiagen's services to measure the expression of ~40,000 genes on each person using microarray technology. The current phase of work requires us to use a second method - PCR - as gold standard measure of selected genes of interest highlighted by microarray analysis. We will be gathering these targeted measures on a larger number of people to allow peripheral gene expression to be related to brain anatomy. This PCR work can only be done by Qiagen for two reasons: (1) continuity of platform from the earlier microarray component of our study (2) unique access to high-throughput Fluidigm methods required by the large number of genes and samples we need to characterize. Protocol controls have been established on the existing instrumentation; any changes to the existing methodology would necessitate additional quality control mechanisms that could cause cancellation or delay of patient protocols #89-M-0006. The determination by the Government to award a contract without providing for full and open competition is based upon market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that there are other companies with the capability of performing. However, to continue ongoing research collaboration it is in the government's best interest not to change the contractor at this time so that the integrity of the research will not be jeopardized by introducing new variables into the experimental results which may result in incorrect interpretation of the research being conducted. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capabilities in response to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, lit price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS)m the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. The information received will normally be considered for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 16, 2013 12:00pm EST and must reference number HHS-NIH-NIDA- NIMH-PS3024435.
