- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number 3032975 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive order to Greiner Bio-One North America, Inc., 4238 Capital Drive, Monroe, NC, 28110. This acquisition is for a commercial item and is conducted under the authority of the FAR Subpart 13.5-Test Program for Certain Commercial Items, section 4202 of the Clinger-Cohen Act of 1966) and the statutory authority: (1) FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirement 41 U.S.C. 253 (c) (1). The solicitation document and incorporated provisions and clauses are those effect through Federal Acquisition Circular 2005-69, dated August 1, 2013. There are no set-aside restrictions, the associated NAICS code 334516 and the small business standard 500 employees. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures, FAR Subpart 13.5-Test Program for Certain Commercial Items and FAR Part 12-Acquisition of Commercial Items. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch has a requirement on behalf of National Center for Advancing Translational Science (NCATS)-Division of Pre-Clinical Innovation (DPI) to purchase Greiner Plates. These requested Greiner plates are needed to screen the TOX21 compound library for different targets like HapMap (1000 cell lines project), Antioxidant Response Element (ARE), Heat Shock Element (HSE), Estrogen Receptor (ER), Androgen Receptor (AR), Thyroid Receptor (TR), Mitochondrial Membrane Potential (MMP), P53, hERG channel, DT40 Chicken cells (2 cell lines) etc. Most of the cell lines will use 500 plates per screen. ARE and HSE use luminescent and Fluorescent read out thus they need both white and black plates. (1000 white and 1000 black plates in total) Some of the cell lines like ER, AR and TR will be run in two modes agonist and antagonist, which means for just one target NCATS will run two different assays using double the amount of plates. (3000 white plates in total) HapMap will need 500 plates per run and NCATS still need to do 5 more runs. (2500 plates) Mitochondrial Membrane Potential (MMP), P53, hERG channel, DT40 Chicken cells (2 cell lines) will need black plates (2500). Each case contains 60 plates thus considering the high consumption rate of these plates and the slow turn around time for the plates to be received; to be on safer side NCATS would like our order as following (includes some extra plates to be on hands in case of emergency). Greiner provides these custom 1536 plates that are needed for reliable handling and durability during robotic assay runs. This request is for Greiner Bio-One White tissue culture ready, and sterile manufactured from virgin polystyrene resin selected for high optical clarity. These plates are RNase-free, non-pyrogenic and free of DNA-polymerase-inhibitors. Greiner Bio-One 1536 well plates meet industry standard dimension specifications to facilitate compatibility with micro plate handling equipment and robotics. The square-round well geometry is designed to minimize wicking and reduce air bubble formation, which is necessary in our assay development, while increasing volume capacity and surface area. FAR clause at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. In addition, FAR clause at 52.212-2, Evaluation-Commercial Items also applies. You must include a completed copy of the provisions at FAR clause 52.212-3, Offer Representations and Certifications-Commercial Items, with your offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, apply to this acquisition. The Defense Priorities and Allocations System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certifications or business size. All offerors must have an active registration in the System for Award Management (SAM) www. Sam.gov." A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responses must be received by September 11, 2013 3:00PM EST and must reference number 3032975.
