- Amendment #00002 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is HSCG23-13-Q-2DA029 and is hereby issued as a Request for Quote (RFQ) using FAR Part 12, Commercial Item Procedures, in conjunction with FAR Part 13.5, Test Program for Certain Commercial Items. The USCG seeks to obtain the services of two ground school instructors that will provide instructional support to the USCG Aviation Training Center (ATC) Mobile's H-60 Helicopter Branch. This solicitation documents and incorporates provisions and clauses, as further outlined in detail in Attachments 3 and 4, that are in effect through FAC 2005-66 (April 1, 2013). The North American Classification System Code is 611512 and the small business size standard is $25.5M. This acquisition is 100% total small business set-aside. Submissions that do not meet the small business requirement will not be considered. The Government will award one (1) Firm-Fixed Price (FFP) Contract as a result of this solicitation to the offeror that represents the best value, utilizing the trade-off method. The Government will select a contractor for this award using a best value trade-off analysis. Best value trade-off will be based on the evaluation factors in descending order of importance as follows: (1) Technical, (2) Past Performance, and (3) Price. When combined, all non-price evaluation factors are significantly more important than price. Where competing offers are evaluated as nearing equality of merit with regard to non-price factors, price will become relatively more important in the award decision. Expected Contract Award Date: September 30, 2013 The quote shall be submitted in three (3) volumes. All text within the three volumes shall be no smaller than 12-point font on standard 8.5 inch by 11 inch paper with margins of at least 1” at the top, bottom, and both sides. Volumes 1 and 2 shall be submitted in PDF format and Volume 3 in Excel. File size shall not exceed 10MB: Volume 1: The Technical Volume shall address the offeror's corporate experience in providing the services outlined in the Statement of Work (SOW) and must indicate how the offeror intends to utilize and provide experienced and qualified instructors. Resumes shall be submitted for the key personnel in concurrence with Volume 1 and shall address education, experience, and other qualification(s) of the proposed instructors as it relates to their ability to perform the tasks outlined in the SOW. Highest consideration will be given to offerors that demonstrate their corporate experience in planning, organizing, directing, staffing, and controlling its performance in similar projects of comparable scope and complexity and proposing personnel who exceed the qualification requirements. The technical response shall not exceed ten (10) pages. Resumes for all key personnel shall be exclusionary of the ten page limitation. Volume 2: Past Performance Offerors shall provide at least three (3) past performance project profiles demonstrating successful management and performance of work similar in nature, scope and complexity to that described in the SOW. The projects should either be in process or completed within the past three (3) years. For each project, include the contract number, total value, and detailed description, labor categories provided, and appropriate point of contact (POC). POC's shall be Government personnel for a prime effort or commercial personnel for a sub-contractor effort. POC information shall include name, title, telephone number, and e-mail. The past performance evaluation will first examine the extent to which the offeror's past performance demonstrates relevancy in accordance with the requirements of the SOW. Relevancy will be determined by past performance that has taken place within the past three (3) years and was for work that was similar in nature, scope, magnitude and complexity to the attached SOW. Only relevant past performance will be evaluated. The Government will evaluate past performance for the quality of work performed, timeliness of performance, business relationships and customer satisfaction. Offerors receiving favorable evaluations in these areas from past customers will be given the highest consideration. An Offeror without a record of relevant past performance, or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance and will receive a "Neutral" rating. The Government reserves the right to consider other past performance informational queries and databases to gather additional information. Volume 3: Price Offerors shall submit a full price quote in accordance with the CLIN structure outlined in Attachment 4. Offerors are encouraged to submit their most favorable pricing. The Government will evaluate the total overall price to determine price reasonableness. Offerors shall submit Volumes 1-3 for this effort no later than 11:00 AM Eastern Standard Time (EST), September 12, 2013. There will be no exceptions to the time and date on which responses are due, unless determined otherwise by the Government. Any questions or clarification requests regarding any aspect of this RFQ are due no later than 11:00 AM Eastern Standard Time (EST) August 29, 2013.
