Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions9609 Medical Center Dr RM 1E144, Bethesda, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI) plans to procure on a sole source basis with University of Southern California Epigenome Center, Keck Medical Center, 1450 Biggy St G511-G517, Los Angeles, CA 90033 for genome-wide DNA methylation analysis of bisulphite-treated total genomic PBMC DNAs. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541990 and the business size standard is $14 million. It has been determined that there is no opportunity to acquire green products or services under this contract. CDKN2A is a major susceptibility for familial melanoma, but its incomplete penetrance suggests that other factors may modify the effect of this gene in melanoma-prone families. Aberrant DNA methylation events in the genome are emerging as important events in cancer development. Genetic inheritance may have the potential to affect DNA methylation and thus in turn the gene expression patterns of coding genes and non-coding RNAs (miRNAs and long non-coding RNAs [LncRNAs]) in predisposed individuals. The Contractor shall provide provide NCI Contracting Officer's Technical Representative (COTR) with data on Genome-wide DNA methylation levels of CpGs dinucleotides in blood-derived DNAs from 144 individuals from melanoma-prone families that has been studied by GEB for more than 25 years. The contractor shall provide quality control received total genomic DNAs., prepare and quality control bisulphite-treated DNAs for each of 144 DNAs extracted from blood PBMCs, carry out DNA methylation analyses using the Illumina Infinium Methylation 450k Beadchip (HM450) and include appropriate controls, provide technical guidance and troubleshooting to the NCI Project Officer on the work performed under this procurement, complete analysis on data output and provides all quality control reports as well as MS docs, any TIFF image, XML files or TXT (raw) files, provide all completed data in two forms: raw and analyzed. The analyzed data set will be quality controlled, normalized within and between all Chips/platforms and technically ready for use or statistical analyses once selected repetitive and SNP probes are removed by the NCI project Officer following receipt of data. The University of Southern California (USC) Epigenome Center is a recognized high-throughput service provider for the Infinium DNA methylation 450 assay (HM450) and is also a core provider for methylation data for The Cancer Genome Atlas (TCGA) Data Portal. USC Epigenome Center is the only vendor known that can provide a complete end-to-end service package for high resolution detection of methylation levels of CpGs from total genomic DNA samples. Importantly, the USC Epigenome Center can provide the final data output in quality controlled and normalized form ready for use and/or statistical analysis. This procurement will ensure a quick turnaround for validity and interpretation of prospective findings and will also ensure that the methylation results produced will be successful. Data will also be directly comparable to relevant methylation data. This is not a solicitation for competitive quotations. However, if any interested party, especially small business, believes they can meet the above requirement, they may submit a statement of capabilities, proposal or quote. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. Electronic capability statements will be accepted or an original and one copy can be sent to the NCI Office of Acquisitions at the address stated above on or before 11:00 AM EST on September 19, 2013. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
