- Draft PWS Dated 3 Sept 2013 Structures Bulletin EN-SB-08-012, Revision C Sources Sought Synopsis For 309th Commodities Maintenance Group -- A-10 Nacelle Thrust Fitting Re-Sleeve 1. Notice: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 332710 which has a corresponding Size standard of 500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The Government is seeking qualified contractors to machine the thrust fitting bore of the aft hanger frame of the A-10 Nacelle center section and manufacturer and install the 160D412059 -11 sleeve bushing. The work will be performed at the contractor's facility. Subject to the Government's consideration, all viable sources should submit concise and service specific response presenting sufficient information to the following questions: Technical Questions: 1) Describe the procedure you will use to set up the part, i.e.; what type and size of machine, type of fixturing and clamping, method of dialing part in, method of machining (NC or manual). 2) Describe the process used to bore the hole in the aluminum forging and in the stainless steel sleeve. Include description of cutting tools used, cutting fluids, and gages used. 3) Describe the process used to install the sleeve into the bored forging. Include method of aligning sleeve, pressing method, and any type of heating or cooling processes used. Acquisition Strategy Questions: 1) We intend on using a firm fixed price pricing-arrangement. If you have rationale for a more appropriate pricing-arrangement, please provide it. 2) If you have rationale for a more appropriate NAICS Code, please provide it. 3) If you identify your company as a Small Business, please indicate (with supporting rationale) how your company would be a Small Business given the restrictions identified in sub-paragraph (b)(1) of FAR Clause 52.219-14 (which states that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern), based on prescribing language in FAR 19.508(e) and 19.811-3(e). 4) The Air Force currently does consider (in accordance with FAR 2.101) this requirement to be commercial. If your company has rationale supporting a different position, please provide such rationale and specifically trace it to appropriate portions of FAR2.101. 5) Identify (with rationale) if the Service Contracting Act would (or would not) be applicable based on the "service employee" Part 541 of Title 29, Code of Federal regulations. If you identify that the Services Contracting Act would not be applicable, provide rationale to support that enough of the employees are expected to be "professional employees" instead of "service employees" (as defined by the Services Contracting Act and part 541 of tile 29, Code of Federal Regulations) for the Services Contracting Act to not be applicable. 6) List name of contract, contract number, DCMA, and Administrative Contracting Officer for similar services that your company has provided to the Government and/or commercial industry. Special Considerations Contract award decision may be based upon an evaluation of cost and non-cost factors (i.e., technical capability, past performance, etc.). Responses must be submitted by 12:00 pm Mountain Time on September 23, 2013, to the individual who this posting identifies as the Contracting POC below. This Contract Negotiator/Contracting Officer is the point of contact for this sources sought synopsis. Email responses may be submitted in PDF or Microsoft Word Format. Questions will be accepted electronically directly from the Contracting POC. The Government will post responses to industry questions within the Federal Business Opportunities (FBO) website. When responding please include: 1. Company Name and Cage code 2. The company's POC, as well as their email address and phone number. 3. Business Size Classification for NAICS, and qualifications (if any) as any sub-category/socio-economic status (i.e. 8(a), HUBZone, SDVOSB, etc.). 4. Identification of whether your company is responding as an interested prime contractor or subcontractor? Place of Contract Performance: Contractor's Facility This acquisition involves technology that has a military or space application. Only DoD contractors who are registered and certified with the Defense Logistic Service Center (DLSC), Federal Center, Battlecreek Michigan and have a legitimate business purpose may have the following drawings/documents delivered by the PCO. If you are registered and certified with DLSC, you must submit a copy of the approved DD 2345, Military Critical Technical Data Agreement, with your request for the drawings/documents. The drawings/documents will be mailed to the data custodian identified in block 3 of the DD 2345.
