- SOLICITATION NO. NIHLM2013884-UHP STATEMENT OF WORK This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotations (RFQ) NIHLM2013884-UHP. The resultant order will be a firm-fixed price purchase order. In accordance with FAR Parts 12 and 13, the National Library of Medicine intends to procure courier services for the Interlibrary Loan Program at the National Library of Medicine. The applicable Northern American Industry Classification System (NAICS) code is 492110 - Couriers and Express Delivery Services. It is anticipated that ONE AWARD will be made from this solicitation. This requirement is for a base year with options for four (4) successive one year periods. The period of performance will begin on or about September 30, 2013. TECHNICAL EVALUATION FACTORS Technical factors are of paramount consideration in the award of the purchase order; however, price is also important to the overall award decision. All evaluation factors other than price, when combined, are significantly more important than price. The Government can make tradeoffs among price and technical factors in determining which Quoter offers the best value by awarding to other than the lowest price Quoter or other than the highest technically rated Quoter. Quoters are advised that award will be made to that Quoter whose quote provides the best overall value to the Government. TECHNICAL EVALUATION CRITERIA In determining which quote represents the best value and results in the lowest overall price alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs, the Government shall evaluate quotes using the following technical evaluation criteria, which are listed in the order of relative importance with weights assigned for evaluation processes: Technical Evaluation Criteria A. Pick-up and delivery (25 points) • Offeror must demonstrate capability to ensure daily pick-up of library materials from NLM and guaranteed two-day delivery of library materials to borrowing libraries throughout the U.S. and U.S. territories on a Monday - Friday basis, excluding federal holidays. • Offeror must demonstrate capability to provide NLM with boxes or envelopes to package the library materials for shipment. The box or envelope materials must contain padding and water-resistant surfacing to protect library materials from damage. • Offeror must demonstrate capability to provide any necessary shipping equipment including scales for weighing packages, and or/label printers. B. Electronic tracking and invoicing (25 points) • Offeror must demonstrate capability to provide NLM staff with the ability to track packages electronically from the time of pick up at NLM to the time of delivery at the borrowing library. • Offeror must demonstrate capability to provide NLM with a daily shipping log/manifest in electronic format of all packages picked up. • Offeror must demonstrate capability to provide NLM with detailed monthly or bi-monthly invoices with detailed price structure per package. C. Web-based address book (25 points) • Offeror must demonstrate capability to supply a web-based address book for client library addresses. The web-based address book should allow NLM staff to add, edit, and delete client library addresses and should provide for printing of address labels from the vendor's system. • The offeror must demonstrate capability to provide NLM staff with training required to use the vendor's web-based address book or any other part of the vendor's electronic tracking system. D. Past Performance (25 points) • Offeror must demonstrate a history of successful courier performance delivering packages throughout the U.S. and U.S. Territories in such a manner as to ensure a two business day delivery. All proposals received by Monday, September 16, 2013 at 3:00 P.M. (Eastern Standard Time) will be considered by the National Library of Medicine (NLM). Responses must be in writing, and must include pricing information and meet the criteria requirements. All responses from responsible sources will be considered.
