- Description
- NASA/GSFC has a modification for NIST Advanced Radiometer (NISTAR) Refurbishment Study Support, NNG13HF02P. The services required are for refurbishment and pre- and post- refurbishment testing of the NISTAR instrument and to support observatory level activities through on orbit check out, development of science data processing algorithms, and review of flight operations, and data products associated with the instrument. The additional work intends to extend the Base end date period of performance from September 30, 2013 to September 30, 2014. An option will also be added that could extend performance through May 30, 2015. <p> NASA/GSFC intends to purchase the items from L-1 Standards and Technologies Inc pursuant to 10 U.S.C. 2304(c)(1)--Only One Responsible Source. L-1 is the current contractor and only company which possesses the expertise, special test equipment, and documentation necessary for the completion of the task. The NISTAR instrument is set to launch on the DSCOVR satellite January 2015. Competing this requirement would result in cost duplication and delays in schedule. <p> The Government intends to acquire a commercial item using FAR Part 12. <p> Interested organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work should fully identify their interest and capabilities may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 13, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
