- The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 1, proposes to contract the Dry Dock Repairs of USCGC SEA LION (WPB-87352), an 87-Foot Coastal Patrol Boat, home ported in 365 Harris Avenue #4, Bellingham, WA 98225-7020. All work will be performed at the CONTRACTOR'S FACILITY. This vessel is geographically restricted to United States Strait of Juan de Fuca and Puget Sound, WA. The performance period will be for SIXTY-ONE (61) calendar days with a start date on or about 04 February 2014 through 06 April 2014. Work aboard the USCGC SEA LION (WPB-87352) will include but is not limited to the following Work Items: Perform Ultrasonic Thickness Measurements (D) Perform Ultrasonic Thickness Measurements (O) Dirty Oil Tank, Clean and Inspect Oily Water Tank, Clean and Inspect Tanks (MP Fuel Service), Clean and Inspect Superstructure, Preserve ("100%") Depth Sounder, Capastic Fairing, Renew Main Engine/Reduction Gear, Realign Propulsion Shafts, Remove, Inspect, and Reinstall Propulsion Shaft, Repair Propulsion Shaft, Straighten Intermediate Water-Lubricated Propulsion Shaft Bearing, Renew Aft Water-Lubricated Propulsion Shaft Bearing, Renew Intermediate Bearing Carrier, Renew Aft Bearing Carrier, Renew Stern Tubes, Interior Surfaces, Preserve 100% Stern Tubes, Interior Surfaces, Repair Propellers, Remove, Inspect, and Reinstall Fathometer Transducer, Renew Speed Log, Skin Valve Assembly, Clean and Inspect Sea Water System (Sea Valves, Strainers, Piping), Clean, Inspect and Repair RHIB Notch Skid Pads, Inspect RHIB Notch Skid Pad Studs, Renew Stern Launch Door, Remove, Inspect and Reinstall Grey Water Holding Tank, Clean and Inspect Sewage Holding Tank, Clean and Inspect Grey Water Piping, Clean and Flush Sewage Piping, Clean and Flush Handrail, Modify U/W Body, Preserve ("100%") Hull Plating Freeboard, Preserve - Partial Superstructure, Preserve "Partial" Cathodic Protection / Zincs, Renew Drydocking Temporary Services, Provide Telephone Service, Provide Gun Mounts, Renew Rudder Assemblies, Remove, Inspect and Reinstall Battery Charger, Install Deck Covering (Wet), Reseal Safety Rail, Renew Interior Deck Covering System, Renew Install Stainless Steel Hull Inserts and Renew BMDE Concentric Rings Freeboard Preserve (100%) Pilot House Deck, Inspect, Preserve, and Renew Electrical Matting Fire Station "Camelback" Racks, Modify (TCTO TB3000) Mooring Bits, Renew (EC 087-B-037) Stern Light, Relocate (EC 087-B-041) Weather Tight Door, Fuel Station, Install (TCTO TB6000) All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures. If two companies are planning to conduct business as a Joint Venture or any other type of teaming agreement, they shall provide past performance on projects of similar scope that they have performed together as a Joint Venture. Providing individual past performance documentation from each company on separate projects where the two did not work together is not considered to be sufficient past performance. A Joint Venture that cannot provide this requested information will not be considered to have sufficient documentation needed to evaluate past performance as an evaluation factor. On or about 20 September 2013, a Request for Quote (RFQ) will be available electronically at http://www.fedbizopps.gov. This will be a Total Small Business Set-aside procurement. Only 100% certified small business contractors may submit a proposal. The NAICS code assigned to this procurement will be 336611 with a size standard of less than 1,000 employees. This requirement will be evaluated using Past Performance and Price; whereas Past Performance is more important than Price. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service; as such, contractors are urged to sign up for the Auto Notification Service. Hard copies of the specification and solicitation will not be issued. The solicitation, specifications and other pertinent information will be posted at www.fbo.gov. A CD-ROM containing all applicable drawings is available free of charge. The CD-ROM may be requested via email to Bernie.c.caguiat@uscg.mil not later than ten (10) days from the solicitation issuance. The CD-ROM contain WINDOWS compliant raster/vector formats (e.g. *.DWF, etc.).
