Description
EAL Request_ The attached form is to be completed and returned via email to Mr. Kevin Brisco. The completed form is required no later than 4PM-EST on 10 Sep 2013 to ensure access to the site visit scheduled on 12 Sep 2013 at 9AM-EST. Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number FA2521-13-Q-A005 shall be used to reference any written quote provided under this request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. This is a set-aside for Small Business. The North American Industry Classification System (NAICS) code for this project is 811118 with a size standard of $7.0M. The Government is contemplating the award of a firm-fixed price (FFP) contract to: Item Description Qty Unit Unit Price Total Amount 0001 3 EACH Provide all labor, material, equipment, transportation and supervision to: Build new generator radiator core assemblies. Each radiator assembly shall consist of four (4) cores and shall be built to the following specification: industrial louvered fin type: T-12,, cooling Fins Per Inch (FPI): 11, tube rows: 7, coolant tube diameter: 3/4", centers: 7/16", depth: 6.15", height: 38",width: 38", square inches: 1444. The new cores must fit and be assembled using the existing radiator side channels and tank. Offeror is responsible for providing all new clamps, hoses, gaskets, and other materials necessary to bring radiators back to full operational capacity. Item Description Qty Unit Unit Price Total Amount 0002 3 EACH Provide all labor, material, equipment, transportation and supervision to: Remove existing radiator assemblies from generator engines #1, #2 & #4 located at Patrick AFB, FL and install new radiator assemblies. Each generator engine: Mitsubishi diesel model # S16R-PTA. Assemblies shall be removed and installed as a single unit from each respective generator engine. Removal/installation shall include all: necessary hoists, special equipment (if required), draining and refilling of coolant, gaskets, hardware, parts, hoses, and pressure testing of new radiator assemblies.Offeror to provide personnel to support Patrick AFB personnel to run each generator to operating temperature to ensure no leaks are found. Additional information: - Patrick AFB will provide: containers for drained coolant, diposal of drained coolant and, coolant to refill radiators upon installation. - There is a separate enclosure for each generator. Each enclosure (work area) must be protected from inclement weather during entire process; including removal/installation, and during time enclosure is left absent of personnel. - The radiator assembly for each generator is comprised of four (4) cores bolted-together and attached to a radiator tank with channels on two (2) sides. Each existing core has the following dimensions: 6.5" depth, 38" width, 38" height with a total of 1444 square inches. - ONLY ONE (1) GENERATOR CAN BE TAKEN OUT OF SERVICE AT A TIME. Site Visit: A site visit is scheduled for 12 Sep 2013 at 0900. The site location is Bldg. 1395 at Patrick AFB, FL 32925. Attendees are urged to arrive at the site, Bldg. 1395, no later than 0845. Each prospective offeror is to submit a completed Entry Authority List (EAL) request form (attachment) indicating attendees. Limit: two attendees per offeror. Information requested on the form must be complete for each attendee, otherwise base entry will be denied. Submit the completed form to kevin.brisco@us.af.mil no later than 3 days prior to scheduled site visit. Base directives: - Must wear seatbelt at all times. - Must possess valid registration and insurance for all vehicles entering installation. - While on Patrick AFB you are subject to Random Vehicle Inspections. - Do not park in seeded areas (grass). - Adhere to all traffic signs and right-of-way. - Safely move to the side when emergency vehicles are responding with lights and sirens. WAWF instruction shall be provided at time of award FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition and the following evaluation is applicable: "Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Offeror's submissions will be evaluated based upon the technically acceptable, lowest priced quote to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the solicited item description. If the lowest priced submission does not meet the technical criteria described in the solicited item description, the government reserves the right to evaluate the next lowest priced submissions until it has determined a technically acceptable submission. The evaluation will stop at the point when the government determines an offeror to be technically acceptable with the lowest evaluated price, because that offer will represent the best value. Contingent upon a determination of contractor responsibility, award will be made to that offeror without further evaluation of other offers. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes." Discussions: The government intends to award a purchase order without discussions with respective vendors/quoters. The government however, reserves the right to conduct discussions if deemed in its best interest.
