- The Department of Health and Human Service (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) is seeking a qualified source to perform the following requirement. Background: A number of emerging trends in behavioral health and practice innovations intersect at a time when new health financing options under the Affordable Care Act (ACA) will significantly impact individuals' access to behavioral health services. The choices they make have the potential to affect both individual health-related outcomes favorably, as well as "bend the cost curve" in the service delivery system. The purpose of this tool kit is to educate, support, and provide background material for people in recovery, family members, community health organizations, faith-based providers, and/or grassroots advocacy organizations to effectively participate in meetings whose purpose is to promote: (1) engagement and retention in behavioral health services; and (2) on-going dialogue with the above-mentioned constituencies as part of ongoing outreach, engagement, and quality improvement efforts among healthcare providers concerning adequate access, delivery and integration of behavioral health services with primary health care. Peer-delivered service organizations should be effective partners in behavioral health care systems and in its integration with primary healthcare practices. Peer-delivered services have demonstrated efficacy in early engagement and initiation of treatment; retention in ongoing treatment and recovery support services which extend periods of effective self management of behavioral health conditions, housing permanence, and relapse deterrence; and can reduce emergency department utilization, incarceration, and homelessness. By providing education in health financing opportunities under the ACA, peer delivered service organizations and other community based organizations may more effectively participate in local planning processes and healthcare integration efforts with traditional behavioral health treatment providers, Federally Qualified Health Centers and primary outpatient and acute care service providers. Peer-delivered services play a unique role in supporting person centered health goals by providing support groups, outreach, telephone based recovery supports, and other interventions founded on a relationship of shared lived experience that have demonstrated outcomes in improving self management of behavioral health disorders. Objective: The objective of this initiative is to develop a toolkit that provides the information and skills for mental health consumers/peers to: (a) understand health reform and the resultant impacts on mental health service delivery and financing, and (b) engage effectively in discussions and decision-making about health reform implementation in their states and communities. This initiative will identify the existing level and capacity of peer engagement related to health reform,, identify gaps in knowledge and participation, examine best practices for effective peer engagement, and create a step-by-step guide for effective peer engagement in the implementation of provisions of the Affordable Care Act in their states and communities as part of integrated health care delivery systems. Project Requirements: This contractor will develop a toolkit that provides basic information about health reform and specific guidance for consumers/peers on how to engage effectively in discussions and decision-making about the implementation of health reform in their states and communities. Period of Performance: The period of performance shall be September 30, 2013 - September 29, 2014.
