- The United States Department of Veterans Affairs, VISN 17 Network Contracting Activity (NCA), located at the Central Texas Veterans Health Care System in Temple, TX is formally publishing this pre-solicitation notice to all vendors in order to establish the commercial market interest in an upcoming requirement. The VISN 17 Heart of Texas Network covers the Dallas, Waco, Temple, San Antonio, and Valley Coastal Bend Texas VA Medical Centers and associated Community Based Outpatient Clinics (CBOCS). A large amount of Veteran patients are services through each of these medical facilities. Currently Veterans requiring prosthetic devices and artificial limbs are serviced both at the VISN 17 Medical Centers and CBOCS. The nature of the care provided includes both the supply of the prosthetic/artificial limb devices as well as ongoing service to assure proper design and fit by the prosthetic clinician so that the Veteran patient can achieve ultimate physical mobility. The Veteran patient population within this specialized area continues to grow causing longer wait times. In order to service the Veteran patient sooner the VA authorizes patients to report - via VA physician/clinician orders - to outside vendors within their communities. This allows faster service and convenience to Veterans who would otherwise endure unnecessary waiting periods. The VISN 17 NCA is seeking vendors to service Veteran patients within the Dallas, TX metropolitan area, Waco, TX metropolitan area, Temple, TX metropolitan area, San Antonio, TX metropolitan area and Harlingen, TX metropolitan area. The VISN 17 NCA intends to award a Multiple Award Schedule. The resultant contracts will be Indefinite Delivery Indefinite Quantity to each vendor/contractor awardees as the VISN 17 NCA cannot definitely provide absolute quantities or schedules as Veteran patient referrals depend upon the number of previous and new patients at each facility. Resultant award to contractors will be made based upon proposals submitted reflecting the published Request for Proposal and Performance Statement of Work. Pricing will not be a leading factor for award - although it will be a subsequent factor in the selection process. The information gathered will be used in the pre-solicitation phase of this requirement to establish any future socio-economic set-asides. The formal Request for Proposal to Vendors/Contractors will be published via Fed Biz Opps as a combined Synopsis/Solicitation. The estimated date of the request is unknown at this time, however it is expect to occur within the 2012 Fiscal Year (October 1, 2011 through September 30, 2012).
