Description
The Heated And Mobile Munitions Employing Rockets (HAMMER) Program: A system to dispense Kinetic Fireball Incendiaries (KFIs) from a penetration weapon (BLU-109) Request For Information (RFI) 1. The Air Force Life Cycle Management Center (AFLCMC) Systems Interface and Integration Branch (EBSN), Eglin AFB FL, is issuing this Request for Information (RFI). The Air Force requests information and conceptual designs that address the need for a system to dispense an and ignite a payload of KFI devices using a current inventory penetration weapon. This RFI is issued for informational purposes only and does not constitute a solicitation or commitment on the part of the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. 2. The system should be within the following notional specifications. If outside the requested parameters, please provide narrative on how the proposed system adapts to the situation. a. The system shall be integrated into a standard BLU-109 gravity bomb warhead case without changing the outer mold line of the case. The payload and dispensing system shall fit within the current BLU-109 payload volume. b. The system shall be compatible with the use of the FMU-152 fuze kit. c. The system shall not disrupt the air worthiness of the weapon (weight and center of gravity (CG)). Mass properties must be within the BLU-109 tolerance levels. d. The system shall not affect the use of legacy hardware/aircraft interfaces, aerodynamic properties, GBU guidance systems for the BLU-109, and penetration properties of the warhead to minimize development costs, risks, and schedule. e. The system shall be compatible with the current logistics footprint of the BLU-109, including the existing maintenance and weapon handling procedures. f. The system shall be capable of dispensing and igniting a payload of KFI devices that will each be 5.5 pounds, 4.5 inches in diameter, and are covered with a solid incendiary propellant that heats the target area (mixed perchlorate formulation). The KFI device was patented by Exquadrum Inc. (patent number US7278356). If more in depth technical data on the KFI technology is required it will be provided to qualifying participants upon request. See section 6 for instructions on requesting technical data. g. The system shall dispense its payload into a specified volume after weapon penetration into a hardened or bunker target in such a way as to allow the payload to deliver its intended incendiary effects. If required, more in depth information on targets will be provided to qualifying participants. See section 6 for instructions on requesting technical data. h. The system must be capable of dispensing the payload with low energy collateral effects to minimize blast and fragmentation damage to the structure. i. The dispensing system must not be susceptible to failure, nor impact the payload effectiveness when experiencing the extreme forces of impact associated with a penetration type weapon such as the BLU-109. 3. RFI responses will be used by the Government to refine the project's estimated cost, schedule and technical risk assessment to support a high confidence program plan and strategy. Submissions should include: a. Attributes of the system to include assumptions that the RFI submitter deems relevant to determine best military use of the system. b. A brief and detailed description of the technical specifications of the system. Any additional information or recommendations helpful to understanding the capabilities of the submitted concept. c. Rough Order of Magnitude (ROM) cost and schedule to complete necessary design, development, and test activities. d. Expected Critical Technologies and state of technology (i.e., Technology and Manufacturing Readiness Levels) of entire system and of applicable individual components. Provide relevant examples of ongoing and previous efforts that support your technology and manufacturing assessments. Provide pedigrees, if available, for components that will be used in your proposed system. e. A list of potential risks (ranked high to low) for the development of this system. A brief corresponding list of suggested mitigation techniques to deal with the potential risks. f. Whether there are other system requirements or program planning aspects not stated above that significantly impact program cost, schedule or technical risk. 4. RFI responses will be used by the Government to refine the scope and utilization of the program. Please address the following questions related to the proposed system in your response. a. What are the components that make up your proposed system? b. What are the size dimensions and weight of both the entire system and individual components? c. Describe your concept of payload dispensing in depth; include how many KFI devices can be dispensed from a BLU-109. Provide drawing if possible. d. Can this dispensing system be used with other unique payloads? e. Are there alternative payloads which could provide KFI-like incendiary and kinetic damage effects? f. What other possible mission sets do you believe this system could fulfill? g. Please include pictures/drawings of the device in your response if available. h. Is there currently a sustainment risk for any consumable items within this system? If so please describe it. i. Are there any unique certifications needed to transport, operate or dispose of the proposed system or any individual parts in the system? j. How long of a predicted shelf life will your systems have before requiring maintenance or disposal? 5. This notice is part of Government Market Research, which is a continuous process for obtaining the latest information on the "art of the possible" from industry with respect to their current and near-term abilities. The information collected may be used by the Government to explore future strategies and weapons implementation. Information received as a result of this request will be considered as sensitive and will be protected as such. Any company proprietary information contained in the response should be clearly marked as such, by paragraph, such that ‘publicly-releasable' and ‘proprietary' information are clearly distinguished. Any material that is not marked proprietary will be considered publicly-releasable. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. The Government prefers not to use proprietary information submitted from any one firm to establish the capability and requirements for the HAMMER dispensing system from a BLU-109, so as to not unnecessarily restrict competition. 6. If requested, more in depth technical data for the KFI devices and further target data will be made available to qualified respondents for reference only. Respondents must officially request the documents in writing. To validate the documentation release, this request must include the company name, mailing address, e-mail address, point of contact, phone number, current CAGE number, and Central Contractor Registration number. The written request must include acknowledgement of the Responder's responsibility under the U.S. export contract laws and regulations. Upon verification of status and acknowledgement of responsibilities under U.S. export control laws and regulations, the requested technical data will be provided. 7. The submitted documentation becomes the property of the U.S. Government and will not be returned. No solicitation exists at this time. This is NOT an Invitation for Bid (IFB) or Request for Proposal (RFP). This is a request for information/market research announcement for planning purposes only. The Government will not reimburse costs associated with the documentation submitted under this request. Although the word "proposed" is used in this inquiry, your response will be treated as information only and will not be used as a proposal. 8. When determining your response to this RFI, please be aware of the government's constraints: The US Air Force (USAF) workforce is supplemented by contracted support personnel and any proprietary data submitted may be handled by contract support services personnel who have signed the same Non-Disclosure Agreement (NDA) as organic USAF personnel. 9. Broad industry participation in this RFI is encouraged. Companies/teams planning to provide a capability response should identify the name of their company, address, telephone number, and name and position of the individual to contact for future dialogue. Responses should include: (1) a cover page containing identification of the company CAGE code, street address, and the names and telephone numbers of the technical point of contact (POC) and the overall company POC above (in the case of a partnership, please provide appropriate CAGE codes and POC information for the lead company), (2) a thorough system description, including technical and descriptive text to provide additional detail. Responses are limited to 15 pages (will not include tables, graphs, photographs and any other supporting material submitted). 10. Submissions are requested within 30 days of this announcement and shall be made by e-mail or mailing your response on a compact disk. Post-submittal information sessions with respondents are not planned at this time. They may be requested of respondents to clarify the government's understanding of submittals. 12.
